Job description

Department of Education Victoria – Melbourne VIC

The VCAA is a statutory body responsible to the Victorian Minister for Education, serving both government and non-government schools. In this context, the VCAA is responsible for developing high-quality curriculum and assessment products and services.

The VCAA is a registered foundational and senior secondary awarding body with the Victorian Registration and Qualifications Authority (VRQA). As part of its functions, the VCAA develops policies, criteria and standards for:

  • curriculum, assessments and courses for school-aged students
  • learning, development and assessments which relate to early childhood

The VCAA develops strong relationships with the government, Independent and Catholic school sector, other national and interstate curriculum authorities, academics in the field, teacher/subject associations and, most importantly, with Victorian educators.

All VCAA employees are expected to perform their duties in accordance with relevant legislation, governance requirements, policies and procedures, safety obligations, the Code of Conduct for Victorian public sector employees, and the Victorian Public Sector Values.

All roles are expected to work collaboratively across teams and functions, build productive relationships, and contribute to shared organisational outcomes.

About the Division

Corporate Services Division provides enabling services to support the operation of the VCAA with communications, engagement, data and analytics, legal policy, finance, human resources, technology infrastructure and applications.

Corporate Services is focussed on delivering high quality, innovative services and operating as a strong collaborative partner to the Curriculum and Assessment Divisions to support delivery of the VCAAs vision and mission.

The role works across VCAA and Department of Education architecture, platform and delivery teams to align ICT investments, solution designs and transition roadmaps with shared enterprise direction and VCAA priorities.

About the Role

You will develop current, target and transition architectures aligned with Department principles, standards and shared platforms, whole-of-government direction and VCAA's ICT Strategy. You will translate business needs into implementable designs across business, information, applications, integration and technology.

Working with Department architects, platform owners, VCAA leaders and delivery partners, you will guide solutions from discovery through implementation and operational handover. You will assess reuse early and balance business value, whole-of-life cost, delivery constraints and technology risk.

You will provide architecture governance and assurance through agreed review processes, documenting decisions and exceptions and seeking required endorsements. Your designs will address security, privacy, accessibility, resilience and sustainable operational support.

Attributes

You will bring strategic thinking, sound technical judgement and collaborative leadership. You will be able to explain design trade-offs clearly, build trusted partnerships and resolve dependencies across organisational boundaries.

You will also bring:

  • senior architecture experience developing strategies, standards and transition roadmaps aligned with enterprise principles and priorities
  • experience designing end-to-end solutions and guiding delivery from discovery through implementation and operational handover
  • experience applying architecture governance, documenting decisions and exceptions, and managing shared-platform dependencies
  • expertise in cloud and enterprise applications, APIs, integration and data migration
  • the ability to embed security, privacy, accessibility, performance, resilience and operational support in solution designs
  • experience applying TOGAF or equivalent methods and assessing reuse, build and buy options against business needs and whole-of-life cost
  • strong partnership and influencing skills with enterprise architects, platform owners, delivery teams and senior stakeholders
  • the ability to mentor teams, share reusable architecture practices and strengthen continuous improvement
  • a commitment to Victorian Public Sector Values and a safe, inclusive and collaborative workplace.
Desirable Qualifications and Experience

Senior enterprise and solution architecture experience, including strategies, standards, roadmaps and end-to-end delivery. Demonstrated expertise in cloud applications, APIs, integration and data migration, addressing security and service quality. Experience applying TOGAF or equivalent methods, enterprise principles and design governance, and assessing reuse and whole-of-life costs. Strong collaboration with enterprise architects, platform owners and delivery teams, with the ability to resolve competing priorities and advise senior stakeholders.

TOGAF or equivalent enterprise architecture certification; a relevant tertiary qualification; and experience in Victorian Government, another Australian government jurisdiction or a large public sector organisation. Knowledge of applicable Victorian Government digital guidance, Victorian Protective Data Security Standards, Information Privacy Principles and cyber security practices. Experience with Sparx Enterprise Architect, Archi, LeanIX or similar tools, and understanding of Azure, Microsoft enterprise platforms, Salesforce, ServiceNow, MuleSoft and integration technologies.
