Job summary

City of Adelaide seeks a Director City Infrastructure to lead the Infrastructure and Strategic Property & Commercial Programs. This is a 5-year full-time role in Adelaide with accountability to the CEO and Executive Team, overseeing a large portfolio of services and assets.

The role drives strategic initiatives, financial stewardship and partnership opportunities with government and private sectors to deliver city-wide outcomes and long-term objectives.

About the Opportunity

As a member of the Executive Team, the Director City Infrastructure will play a pivotal role in shaping the vision, purpose and strategic direction of our organisation, and is accountable for ensuring the alignment of the City Infrastructure Portfolio with the Strategic Plan 2024-2028 objectives and organisational goals. This role contributes to executive decision-making, organisational leadership and the achievement of strategic objectives, while fostering a culture of accountability, innovation, customer focus and high performance across the Portfolio.

Leading the Infrastructure and Strategic Property & Commercial Programs, the Director is responsible for the strategic leadership, planning and delivery of a diverse portfolio of services and assets that support a safe, connected and attractive capital city. The role provides oversight of the whole-of-life management of community infrastructure assets, drives the strategic development and commercial management of Council's property portfolio, and identifies opportunities to leverage partnerships with government and the private sector to generate economic, community and place-making outcomes. The Director also leads the delivery of major strategic initiatives, ensuring services are responsive, sustainable and aligned with Council's long-term objectives.

Operating as a trusted advisor to the Chief Executive Officer, Council and the Executive Team, the Director provides expert strategic and technical advice across the Portfolio, builds and maintains influential relationships with Council Members, government agencies and key stakeholders, and represents the organisation in the delivery of significant projects and partnerships. The role is accountable for driving continuous improvement, organisational capability, sound financial and resource management, governance, risk and compliance, while ensuring the Portfolio delivers best practice services and contributes to the long-term success of the City of Adelaide.

About You

To be successful in this role you will have:

  • Demonstrable experience in successfully leading a professional group through organisational change with demonstrated ability to act and lead as an effective change agent, positively influencing outcomes and delivering benefits across the organisation.
  • Create a structure that enables the efficient delivery of strategic priorities and services, enabling an environment of agility, customer centricity, positivity and resilience to change.
  • Demonstrated ability to professionally lead and manage the commercial and business management processes for a large organisation in accordance with corporate objectives and strategic directions.
  • Extensive experience and proven ability in objectively identifying and analysing complex, contentious, politically sensitive and strategic issues, expressing clear and meaningful goals/plans and defining, leading and delivering the necessary approaches and courses of action to achieve effective long-term outcomes.
  • Substantial knowledge of programs that provide opportunities for the strategic infrastructure transformation of the City incorporating design strategy, infrastructure management and capital works.
  • Highly developed communication skills which demonstrate significant and proven ability in developing and maintaining cooperative/strategic working relationships, including recognising and resolving conflict and managing the process of negotiation and mediation, with industry, government agencies at local, state and commonwealth level and other stakeholders.
  • Proven ability to build positive relationships and consult, negotiate and communicate with all levels of management and staff, government agencies, stakeholders and the community, both verbally and in writing.
