  • Establishing, negotiating and managing contracts with suppliers within the Queensland Government framework.
  • Building and maintaining productive working relationships with diverse suppliers, including First Nations Suppliers, and stakeholders.
  • Providing advice and information to suppliers and departmental staff regarding investment specifications and program guidelines.
  • Monitoring service delivery by suppliers to ensure compliance with contracts and guidelines.
  • Undertaking monitoring of care services to ensure licenced providers meet legislated requirements.
  • Identify and implement corrective actions to improve supplier performance and escalate issues as needed.
  • Negotiating renewal, variations and terminations of contracts with suppliers.
  • Collaborating with internal teams to ensure value for money and accountability in service delivery.

Families, Seniors, Disability Services and Child Safety – South Brisbane QLD

Investment, Planning and Partnerships (I&P) play a vital role in supporting the delivery of high quality, responsive, departmentally funded outsourced services for individuals, families, and children experiencing vulnerability. The Contract Officer supports the implementation of the contract lifecycle from contract set‑up to contract close‑out. The Contract Officer is responsible for:

  • contract administration, including negotiating, establishing and managing contracts;
  • undertaking market analysis;
  • participation in end-to-end procurement processes;
  • establishing productive and respectful relationships with a diverse range of suppliers.

As a Contract Officer your key responsibilities may include (but not limited to):

  • Establishing, negotiating and managing contracts with suppliers within the Queensland Government contract management framework, and human services environment.
  • Building and maintaining productive and respectful working relationships with diverse suppliers, including First Nations Suppliers, and key stakeholders within and across government and the broader human and community services networks.
  • Providing advice and information to suppliers and departmental staff regarding investment specifications, quality assurance systems, program guidelines and accountability requirements.
  • Monitoring service delivery by suppliers and/or licensed organisations to ensure compliance with contracts, program guidelines, legislation and other departmental requirements.
  • Undertaking monitoring of individual care services covered by a licence, including site inspections, to ensure that organisations funded to provide out-of-home care (family and non-family based) are meeting, and continue to meet, legislated requirements.
  • Identify, monitor and implement corrective and continuous improvement actions to improve supplier performance and recognise when issues need to be escalated.
  • Negotiating renewal, variations and ending of contracts with suppliers.
  • Working collaboratively with key internal business areas to ensure value for money, quality of service delivery, transparent and accountability business practices and positive relationships with industry partnerships and the community services sector.
  • Contributing to or preparing briefs, plans, quotes, correspondence and other departmental reports in a timely and professional manner, consistent with departmental guidelines.
  • Utilising tools and financial systems to analyse and interpret a wide variety of supplier and performance related information to drive better outcomes.
  • Contributing to a professional environment through a personal commitment to, ethical behaviour, staff wellbeing, skills development, professional growth and continuous improvement.
  • Professionally representing the department at forums with key stakeholders and suppliers.
