The Role

As we navigate a major organisational transition, we’re strengthening our team to support our future direction. This role offers an opportunity to play an important part in shaping the next phase of our business.

In this 6-month Fixed Term Contract role commencing early 2027, based in Canberra, Brisbane, Sydney or Melbourne. The Clinical Service Design and Implementation Lead will report to the Principal Clinical Lead, this role is responsible for analysing current clinical services, identifying service gaps and developing comprehensive, endorsed approaches to operationalising targeted solutions across each clinical stream, while maintaining alignment between Operations, Clinical, Contract and Defence stakeholders.

Responsibilities include:

  • Lead the design and optimisation of clinical services, models of care, clinical pathways, workflows and service delivery processes using evidence-based practice and person-centred design.
  • Analyse existing clinical service arrangements to identify gaps, duplication, inefficiencies and opportunities for improvement.
  • Develop and maintain clinical service documentation, workflows, pathways, protocols and operational processes.
  • Identify clinical, workforce, operational, technology, training and governance requirements to support effective service delivery.
  • Manage delivery against agreed scope, timelines, budget, resources, quality standards and performance expectations.
  • Ensure clinical services comply with clinical governance frameworks, professional standards, contractual obligations, legislation and relevant policies.
  • Promote quality, safety, equity, access, continuity of care and positive member experiences across clinical service delivery.
  • Monitor and report progress, performance, risks, issues and dependencies, escalating concerns and recommending mitigation strategies.
  • Support change management, staff education, training, communications and evaluation of clinical service outcomes.
  • Engage with the Principal Clinical Lead, GM Clinical Operations and Governance, Defence stakeholders, clinical SMEs, Operations, Contracting, Projects, Clinical Governance teams and external partners to maintain alignment and support effective service delivery.

What you’ll need to make it possible

  • Minimum 8 years of substantial clinical practice experience and 5+ years in clinical service delivery or healthcare management.
  • Demonstrated experience in clinical service design, models of care, clinical pathways, quality improvement or service implementation.
  • Experience in project, program, service design or change management, ideally within Defence healthcare or complex, multidisciplinary, contracted or geographically dispersed healthcare environments.
  • Strong knowledge of clinical governance, risk management, quality and safety, and evidence-based clinical practice.
  • Sound professional judgement, systems thinking, problem-solving and commercial awareness, with the ability to translate requirements into practical operational processes.
  • Excellent written and verbal communication skills, including stakeholder engagement, detailed reporting, recommendations and implementation documentation.
  • Tertiary qualification in a relevant clinical discipline, such as Nursing, Allied Health, Pharmacy or another health field, with current unrestricted AHPRA registration or relevant professional accreditation where applicable.
  • Postgraduate qualifications in health leadership, healthcare management, public health, clinical governance, quality and safety, project management or service design are desirable, as is a strong understanding of the ADF Health System and the healthcare needs of serving members.
