The Opportunity

Business Review Group is seeking a highly experienced Capability Analyst to support the Guided Weapons and Explosive Ordnance (GWEO) Manufacturing Division. The role will contribute specialist expertise across investment assurance and capability analysis, helping ensure major GWEO investments remain aligned to intended outcomes, benefits, resourcing and risk requirements.

The successful candidate will work across the capability lifecycle - from strategy and concepts through risk mitigation, requirements setting, acquisition and sustainment - while supporting program executives and Project Managers with analysis, reporting and cost estimation.

Key Responsibilities

Investment Assurance

  • Support program responses for Budget Estimates and Additional Estimates across acquisition and sustainment activities.
  • Contribute to the Defence Capability Assessment Program and Integrated Investment Program investment management activities.
  • Work with P3M and Manufacturing Division stakeholders to establish project and program financial data requirements that strengthen forecasting and estimates responses.
  • Develop and apply three-point estimates, financial risk scenarios and dependency modelling across program enablers.
  • Support monthly program performance reporting and prepare material for Defence committees, Senate Estimates, senior management and ad hoc executive requests.
  • Provide quality assurance, coordination and analytical support for budget estimation and investment decision-making.

Capability Analysis

  • Undertake qualitative and quantitative analysis across a range of program information sources.
  • Translate complex information into clear, strategic and executive-ready briefs, business cases, options and recommendations.
  • Provide detailed Life Cycle Capability Modelling across strategy and concepts, risk mitigation and requirements setting, acquisition and in-service phases.
  • Identify and incorporate program dependencies, risks and scenarios into reporting and assurance products.
  • Maintain a reliable single source of truth for program status and support informed decision-making by senior stakeholders.
  • Provide specialist advice, facilitate stakeholder engagement and support the successful delivery of program outcomes.
Essential Requirements
  • A higher degree qualification, such as a Masters or PhD, in a relevant speciality area, or equivalent relevant training and experience demonstrating professional competence.
  • Professional accreditation with an appropriate professional body.
  • At least 10 years of experience in the relevant speciality area, including demonstrated leadership and recognition of expertise by professional peers.
  • At least five years of experience working with explosives and/or energetics, together with a broad understanding of ADF explosive ordnance and its relationship to the broader Defence EO framework.
  • Working-level understanding of the Explosive Safety Regulatory Framework or equivalent industry frameworks.
  • Demonstrated knowledge of relevant customer products, operating environments and specialist issues.
  • Strong facilitation, stakeholder management and solution-development capability, supported by established professional networks.
  • Proven ability to engage senior leaders and present business cases, options and recommendations aligned with organisational objectives.
  • Ability to lead and develop others within and outside the specialist field.
  • Highly developed analytical, written and verbal communication skills.
  • Demonstrated experience providing strategic business advice.
  • Knowledge of Defence Writing Standards and internal Defence processes.
  • Demonstrated Defence investment assurance experience, including BEs/AEs and the establishment of project and program financial data requirements.
  • An active AGSVA NV1 security clearance or higher.
