Organizational Setting
The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.
Main Purpose
Reporting to the Section Head, the Unit Head leads the Unit’s staff and coordinates with team members and internal/external counterparts to ensure timely, effective and accurate processing of financial transactions in accordance with the Agency's rules and procedures. The Unit Head ensures overall integrity, accuracy and completeness of reporting of the financial transactions and leads less complex change initiatives and participates in complex change initiatives having a significant impact.
Role
The Unit Head is a team player and leader, overseeing the work of other members of the Unit to ensure accurate, timely and efficient processing of financial transactions.
He/She is a focal point for staff members throughout the IAEA and external counterparts, providing advice and guidance to facilitate the processing of financial transactions.
He/She is a change manager/agent leading less complex and participating in significant change initiatives and promoting the adoption of best practices.
Functions / Key Results Expected
- Lead and manage the assigned accounts payable segment and Unit staff to ensure the accurate, timely and proper recording of all financial transactions in accordance with Agency rules and procedures.
- Act as payment authorization officer for payments within the delegated monetary limits.
- Coordinate the monitoring and reporting of the assigned accounts payable segment key performance indicators and review accounting records/financial exception reports to ensure data integrity.
- Lead less complex change initiatives and participate in complex change initiatives, effectiveness and quality reviews by recommending, developing and implementing innovative solutions affecting the Section/Division.
- Ensure that adequate internal controls related to financial transactions processing are in place.
- Review the periodic and year‑end closure tasks assigned to the Unit/Section and other work needed in the preparation of year‑end financial statements.
- Plan and organize deployment of resources based on assessed needs, monitoring team performance in meeting assigned deadlines and milestones.
- Encourage open communication and build consensus, using tact and discretion in dealing with sensitive information and keeping staff informed of decisions and directives as appropriate.
- Set realistic targets and ensure availability of resources while supporting staff members in achieving results, monitoring progress and integrating lessons learned.
- Encourage teamwork, build effective teams and resolve problems by creating a supportive and collaborative team spirit, collaborating with people outside the immediate area of responsibility.
Required Expertise and Competencies
Analytical thinking: applies business analytics to establish programme priorities and makes rational judgements from available information and analysis.
Judgement/decision making: consults with and seeks advice at the appropriate managerial level when making complex decisions, facilitating dialogue and development of best practice in full compliance with the Agency’s regulations and rules.
Technical/scientific credibility: provides guidance and advice in his/her area of expertise on the application of scientific/professional methods, procedures and approaches.
Qualifications, Experience and Language Skills
- Education: Bachelor’s Degree in finance, accounting, business administration or a directly related field. Advanced university degree or recognised professional accounting certification is an advantage.
- Experience: Minimum of five years of relevant experience in finance and accounting, at least two of which in an international environment; experience in a supervisory role; experience in drafting various policy and procedure documents.
- Language: Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Appointment Information
- Appointment is subject to a satisfactory medical report.
- Staff members may be assigned to any location.
- Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
- The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for a shorter duration than indicated above.
