Zusammenfassung

An international organization seeks an International Consultant specializing in CBRN and VBSS to provide technical expertise for training in maritime law enforcement operations across Nigeria, Seychelles, DRC, and Indonesia. The ideal candidate will possess at least a Master’s degree and ten years of relevant experience, focused on developing training content and delivering specialized exercises for maritime law enforcement teams. Strong communication skills and fluency in English are required; knowledge of another UN language is advantageous.

Duties and Responsibilities

The CBRN and VBSS Expert will provide technical expertise to develop and deliver specialized training content and scenarios related to CBRN incident awareness, identification, prevention, and response in maritime environments. The expert will deliver and support a Visit, Board, Search and Seizure (VBSS) training in Nigeria, Seychelles, DRC and Indonesia. Participants will include coast guards, ministries of justice, border police, customs, and other Maritime Law Enforcement (MLE) officials. The objective of the VBSS training is to improve boarding and vessel searching techniques for MLE Units not only on drug trafficking but also CBRN, smuggling of migrants and fisheries crimes in their respective areas of operations. Under the direct supervision and regular liaison with the Programme Officer (Mediterranean and Black Sea Region) the expert will perform the following tasks:

  • Provide technical input for CBRN and VBSS training slide decks, covering awareness, identification, prevention, and response strategies.
  • Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training in Indonesia.
  • Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training at in Nigeria.
  • Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training in Seychelles.
  • Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training in DRC.
Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years relevant maritime law enforcement experience is required. Experience of training in an international environment with experience in training maritime law enforcement officers required. Proven experience in use and deployment of CBRN detection equipment is required. A broad understanding of the maritime situation in the Pacific and Atlantic Region is desirable. Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable. Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable. Previous work experience with the UN or other International Organizations is desirable. Experience working with international organizations in developing training modules/curriculum is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
