The role

The Divisional Manager, Technology Strategy and Portfolio, provides strategic leadership and coordination of the organisation’s Information Technology Strategy and integrated Digital Enablement Plan to support delivery of Yarra Valley Water’s 2030 Strategy.

Accountable for the transformation portfolio, cyber security, enterprise data and analytics, architecture, digital metering, vendor and procurement management, and delivery governance, the position drives alignment between technology capabilities and business outcomes.

The Divisional Manager fosters a collaborative and empowered culture, enabling teams to deliver through traditional, agile, and experimental approaches—ensuring Yarra Valley Water’s technology evolves in step with customer needs and strategic priorities.

Your key responsibilities
  • Partner with the Service Futures Leadership Team to develop the organisation’s Technology Strategy, AI Strategy and Enterprise Architecture and deliver the Digital Enablement Plan supporting achievement of Yarra Valley Water’s 2030 Strategy.
  • Lead and contribute to corporate objectives for customer experience, culture, diversity and inclusion, stakeholder engagement and reputation.
  • Demonstrate care, empowerment and accountability and model YVW’s values in everything we do.
Transformation portfolio
  • Working with the Group Leadership Team and the wider organisation to develop a business aligned Technology Strategy positioning technology as an effective pillar of Corporate Strategy objectives and future pricing submissions.
  • Lead development and implementation of the Digital Enablement Plan, ensuring technology investment and delivery align with business outcomes and customer value.
  • Embed agile, iterative and outcome-based delivery methods to accelerate learning, risk management and responsiveness to business needs.
Cyber Security
  • Supporting the Head of Cyber Security to lead the development and execution of YVW’s Cyber Security Strategy to achieve target risk levels and embed security awareness across the enterprise.
Enterprise Data and Analytics
  • Oversee the Enterprise Data and Analytics Strategy, and enhanced data access environments, ensuring trusted, well governed and accessible data with actionable insights that inform decisions and improve services.
Architecture
  • Define and maintain YVW’s Enterprise Architecture Framework, setting clear principles to guide technology decision‑making, investment and technology asset lifecycle.
  • Provide architectural governance and oversight for all major initiatives and projects to ensure consistency, scalability and alignment with enterprise standards and business objectives.
  • Champion architecture as a key enabler of agility, sustainability and innovation.
Digital Metering
  • Provide leadership direction to the Digital Metering Program, from strategy and planning through to delivery and transition to operations.
  • Responsible for defining and implementing the future operating model, ensuring integration with business processes.
Vendor & Procurement Management
  • Manage strategic supplier relationships, ensuring value creation, performance accountability and partnership alignment with enterprise priorities and governance frameworks.
  • Oversee due diligence, risk management and ongoing vendor performance evaluation.
What we’re looking for
  • Proven functional leadership — a people-focused, supportive, and empowering leader who enables high-performing teams.
  • Expertise in developing and executing enterprise-level technology strategies that drive organisational outcomes.
  • Strong background in managing complex technology infrastructure and application environments.
  • Deep understanding of cyber security frameworks, governance models, and delivery practices.
  • Demonstrated experience leading technology‑driven change across diverse and evolving environments.
  • Exceptional senior stakeholder engagement, influence, and relationship management skills.
  • Knowledge and/or qualification in cyber security frameworks (i.e. NIST CSF or equivalent).
  • PRINCE2, SAFe, Agile or other project management/delivery methodology.
  • Tertiary qualification in a science, technology or related discipline – highly desirable.
  • ITIL service management or equivalent – highly desirable.
