The Role

As the Digital Metering Governance Manager, you will be responsible for governance and assurance to support the successful delivery of 1 million digital meters across our service area. This is a critical role on the Digital Metering Program, where you will lead program assurance, performance tracking, governance and controls, and benefits management. This 2‑year fixed‑term role is essential to establish monitoring and controls as the Digital Metering Program commences its full rollout. It is an exciting opportunity to shape the success of one of our largest transformation programs and help modernise our water services for customers.

You will work closely with the Portfolio Management Office in Service Futures and at the Enterprise level to provide regular reporting and insights on Program health. You will also collaborate with the team to satisfy assurance requirements from internal and external stakeholders, such as Treasury.

Your key responsibilities
  • Establish and manage the governance framework and structures, ensuring alignment with the Enterprise Delivery Framework (EDF). This involves establishing governance forums, including reporting to the Executive Steering Committee and Board.
  • Lead assurance activities like internal audits and health checks, ensuring external requirements from regulators such as the Department of Treasury and Finance (DTF) are met. Coordinate feedback on audit findings and ensure recommendations are actioned.
  • Track delivery progress against key performance metrics and coordinate benefits management for the Program. Manage internal reporting for senior management and the Board, as well as external reporting for stakeholders such as the Essential Services Commission (ESC) and DTF.
  • Support the Customer Metering Manager with the Corporate Plan for customer metering and coordinate the Price Submission for customer metering.
What we’re looking for
  • Minimum 5 years’ experience in governance, program management, or enterprise PMO roles, preferably in large‑scale infrastructure, technology, or utility environments.
  • Experience in large‑scale infrastructure or technology transformation programs with a governance or PMO lens.
  • A strong understanding of implementing enterprise‑wide change programs, including customer‑facing and regulatory elements.
  • A tertiary qualification in Business, Engineering, and/or related fields, or equivalent experience.
  • Excellent interpersonal and communication skills to convey complex ideas clearly and influence decision‑making effectively.
  • Experience in digital transformation or metering is an advantage.
