Organizational context: The International Atomic Energy Agency's Department of Nuclear Safety and Security (NS) manages the Agency's nuclear safety and security programme. The Division of Nuclear Security (NSNS) specifically coordinates and implements measures to protect against, detect, and respond to nuclear terrorism. Within NSNS, the Nuclear Security Detection Architecture Unit focuses on assisting Member States in developing their national detection capabilities for nuclear and other radioactive materials outside of regulatory control.

Job purpose: This consultancy role provides essential technical expertise and support to enhance nuclear security detection capabilities and architectures. The consultant will focus on materials outside of regulatory control, tailoring solutions to specific country needs, priorities, and available resources, while adhering to IAEA nuclear security guidance. The position contributes to strengthening national capacities for detecting illicit nuclear and radioactive materials, thereby bolstering global nuclear security frameworks and preventing malicious use of such materials.

Responsibilities: The consultant will deliver technical input for country-specific projects and activities related to nuclear security detection systems. This includes conducting technical assessments and offering advice on Member States' detection systems and measures for materials outside of regulatory control, aligning with nuclear security guidance and utilizing self-assessment tools. The role involves implementing Integrated Nuclear Security Support Plans, providing technical input based on IAEA and international recommendations. Furthermore, the consultant will contribute to applying technical guidelines for nuclear security detection, preparing training materials, conducting missions, and delivering capacity-building activities. Drafting technical inputs for guidance documents and reports on nuclear security detection matters is also a key responsibility.

Education: A university degree in physics, nuclear science and engineering, or a related field is required. Fluency in written and spoken English is essential. Knowledge of another official IAEA language is considered an asset.

Work experience: A minimum of five years of professional experience is required in nuclear security detection architecture, systems, and measures for materials outside of regulatory control, gained at national or international levels.

Skills: Expertise in national nuclear security regimes and detection systems and measures is required.
