Lead critical operational functions that enable our Thriving Communities 2030 strategy

We are seeking an experienced and hands‑on Billing & Collections Manager to lead our Billing and Collections teams across our Water and Energy Utility services.

This is a leader‑of‑leaders role with high visibility across the organisation. You will guide performance, uplift capability and strengthen the processes and governance that underpin accurate billing and ethical, compliant debt recovery. Your leadership will directly support our long‑term vision of Thriving Communities 2030.

About the role

The Manager, Billing & Collections Operations provides strategic and operational oversight to ensure accurate billing across all communities and effective, compliant management of outstanding debt. You will work closely with your Team Leaders to set direction, remove barriers, embed standards and drive continuous improvement.

This role focuses on leadership, governance, operational alignment and capability development — not day‑to‑day queue management.

Key Responsibilities
  • Oversee end‑to‑end billing operations, ensuring accurate billing across Water and Energy services.
  • Lead and develop the leadership team across Billing and Collections, embedding operational standards, performance accountability, and a culture aligned with Thriving Communities 2030.
  • Oversee and optimise operational delivery for both Billing Teams and the Collections Team, ensuring accuracy, compliance, effective governance, and continuous improvement.
  • Drive cross‑functional initiatives to enhance systems, processes, and reporting, enabling strategic decision‑making and sustainable operational excellence.
  • Ensure compliance and regulatory adherence, particularly in collections and debt recovery, including oversight of internal and external recovery pathways.
  • Monitor performance and provide insights to senior leadership, using data and metrics to inform planning, resourcing, and process improvement across both functions.
  • Oversee regulatory and compliance reporting.

  • Experience in billing, collections or accounts receivable – ideally within a utility or regulated industry.
  • Proven leadership experience with the ability to motivate, coach and develop a team.
  • Strong knowledge of regulatory, compliance and hardship frameworks.
  • Strong analytical skills and confidence working with billing or financial systems.
  • Skilled in driving process improvement, operational excellence, and data‑informed decision making.
