Organizational Setting
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA’s ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL and Prince2 best practices.
Main Purpose
The Associate Programme Officer (MTIT) works in the Office of the Director, reporting to the Chief Information Officer. The role coordinates activities between the Division’s Sections to enhance the efficiency and effectiveness of implementation and administrative processes. The officer supports the Director and Section Heads in tracking deadlines and deliverables, develops and implements means to collect and monitor performance indicators, and conducts financial and budgetary analyses. They also assist in the coordination of the Division’s programme and budget and related reporting and monitoring activities, and support efforts to increase the effectiveness of collaboration and internal communication.
Role
The Associate Programme Officer is a collaborator and analyst, providing input and support as needed, and developing expertise in management, budget, and programme financial planning and implementation. They work as a team member, collaborating within the Division and with other departments and Offices.
Functions / Key Results Expected
- Coordinate activities between the Division’s Sections to enhance efficiency and effectiveness of implementation and administrative processes, including official MTIT coordination groups (e.g., ITAG, IT Steering Committee).
- Conduct analysis and draft reports and other internal communications for decision‑makers on areas of strategic interest within MTIT for the Director or Section Heads.
- Coordinate and provide centralised support and facilitate various Divisional activities.
- Track deadlines, deliverables, and develop and implement means to collect and monitor performance indicators.
- Contribute to resource planning and budget implementation of the Division by monitoring and analysing the progress of programme and budget implementation across all awards and Sections.
- Identify and analyse financial challenges and make recommendations for resolving them.
- In close cooperation with the Office of the Deputy Director General MT, participate in the development of the Division’s programme and budget submission.
- Provide quality checks for all financial and resource planning data and other reports.
- Support the Division in quarterly reporting.

Required Expertise
- Finance – Budget and Financial Management – Knowledge of budgetary concepts and financial analysis.

- Administrative Support – Discretion and Respect for Confidentiality – Proper judgement to assess confidentiality of information.
- Administrative Support – Informational and Workflow Management – Skills in the analysis of information flow and workflows.
Qualifications, Experience and Language Skills
- Bachelor’s Degree in international relations, business administration, economics, or a related field.
- Minimum of two years of experience in programme and resources planning, assessment and review, or a related field.
- Knowledge of the principles and applications of results‑based management and programme and project planning.
- Excellent computer skills in all common applications required for word processing, data analysis, graphs, and report preparation; knowledge in Enterprise Resource Planning (ERP) applications (ORACLE).
- Skills in problem analysis and information research.
- Strong analytical and financial skills.
- Ability to follow up on tasks independently.
- Excellent oral and written command of English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Appointment Information
- Appointment is subject to a satisfactory medical report.
- Staff members may be assigned to any location.
- Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy; their maximum tour of service normally is seven years.
