Job Summary
Manage the obtaining, maintenance and monitoring of environmental and sectoral permits that enable the execution of the project in Argentina, ensuring that the engineering design, constructive planning and field activities comply with the applicable national and provincial regulations, with the commitments assumed before the authority and with the environmental standards of the client.
The position acts as a bridge between engineering and the regulatory authority: it translates the legal requirements into verifiable design criteria, anticipates the environmental restrictions that condition the layout and the construction sequence, and maintains a critical permit route aligned with the project schedule. Its performance is measured by the absence of regulatory detentions and by the technical quality of the information presented to the competent bodies.
Major Responsibilities
Permission management
- Preparing and keeping updated the project permits matrix, identifying competent body, submission requirements, legal deadlines and actual processing deadlines.
- Prepare, review and submit the Environmental Impact Report and its biennial updates, along with the supporting technical documentation required by the provincial mining authority.
- Managing the associated sectoral permits: water use and concession, effluent dumping, emissions into the atmosphere, hazardous waste management, soil movement, intervention of native vegetation and transport of hazardous substances.
- Maintaining technical dialogue with provincial and national enforcement authorities, responding to observations, requests for additional information and audits.
- Timely alert the permits that constitute a critical route and propose sequencing alternatives when a regulatory deadline compromises the schedule.
Environmental studies and assessment
- Defining the scope of the environmental baselines - air quality, noise, surface and groundwater, soils, flora, fauna, glaciers and periglacial environment, archaeology and socio-economic environment - and technically supervise the consulting firms that execute them.
- Reviewing consultant deliverables verifying methodological sufficiency, representativeness of sampling and traceability of data before its incorporation into the file.
- Evaluating environmental impacts of the project, propose mitigation and compensation measures, and verify that they are reflected in the design criteria and technical specifications.
- Estimating hours, costs and deadlines of environmental studies for their incorporation into the project budget and program.
Compliance, monitoring and interface with the project
- Keeping track of environmental commitments derived from the Environmental Impact Statement and the permits granted, and periodically verify their compliance on the ground.
- Providing the engineering disciplines with the environmental constraints applicable to the design - layout restrictions, exclusion areas, discharge limits and water management criteria - and verify their incorporation.
- Preparing progress reports on the status of permits for the client and for the project management, with status, regulatory risks and mitigation actions.
- Supporting the processes of citizen participation and relations with communities and local authorities, in coordination with the social area of the project and the client.
- Issuing the environmental deliverables under the project's documentary control system, respecting the review scheme and the preparation, review and approval signatures.
Regulatory framework of reference
- Dominating the Argentine environmental regime and its federal articulation: the Nation sets the minimum protection budgets and the provinces, as holders of the original domain of natural resources, are the enforcement authority that grants the permits. The following list is the minimum core required: Law 25.675, Law 24.585; Law 26.639; Law 24.051, Law 25.688, Law 26.331, Law 25.743, Law 25.831, Law 27.520, ILO Convention 169 (Law 24.071).
Education and Experience Requirements
Level 1:
- Requires a university degree in Environmental Sciences, Chemistry, Civil Engineering, Natural Resources, Geological Sciences or Biological Sciences, with professional registration in the corresponding jurisdiction, between 5 and 8 years of professional practice in environmental management and permits, with at least 3 years in mining, energy or infrastructure projects in Argentina.
- A graduate degree, major or diploma in environmental management, environmental impact assessment or environmental law is desirable.
Level 2:
- Requires a university degree in Environmental Sciences, Chemistry, Civil Engineering, Natural Resources, Geological Sciences or Biological Sciences, with professional registration in the corresponding jurisdiction, between 8 and 10 years of professional practice in environmental management and permits, with at least 5 years in mining, energy or infrastructure projects in Argentina.
- A graduate degree, major or diploma in environmental management, environmental impact assessment or environmental law is desirable.
Required Knowledge and Skills
- Verifiable participation in at least one complete cycle of environmental processing: preparation of the study, submission to the authority, response to observations and obtaining the approving resolution.
- Experience in direct interaction with provincial and national public agencies, and in technical supervision of environmental consultancies.
- Previous experience in EPC or EPCM environments is desirable, with exposure to document control, change control and management of interfaces between disciplines. Mastery of the Argentine environmental regime described in the previous section and ability to track its provincial regulations.
- Environmental impact assessment methodologies, design of monitoring plans and environmental management programs; notions of modeling of air quality, noise and dispersion of pollutants.
- Management of geographic
