Utilities Engineer (Design)

Parsons is looking for an amazingly talented Utilities Engineer to join our team! In this role you will get to perform a variety of engineering tasks by applying standard engineering techniques and analyses within a discipline.

What You’ll Be Doing
  • Can produce utilities drawings and cross sections.
  • Can use these software Autodesk Civil 3D and Bentley OpenRoads Utilities.
  • Aware of the authorities standards and requirements.
  • Monitor progress of drawings and documentation for NOCs.
  • Coordination with the Client dealings (both internal and external) and liaise with all government offices and service authorities in UAE for all technical queries and issues.
  • Track utilities NOCs and ensure all of them are completed on time.
  • Liaise with all relevant Agencies / Authorities and Client team to obtain necessary approvals and NOCs.
  • Attend co-ordination meetings and provide support during NOC process to the design team.
  • Participate in project design meetings and recommend improvements if needed.
  • Coordinate and collect information from relevant Agencies, third party consultants and contractors for all technical queries and issues, to prepare weekly and monthly reports, as well as design drawings for management and clients.
  • Attend project meetings and follow-up with outstanding tasks.
  • Complete additional duties as assigned.
  • Having 5-7 years of relevant work experience in NOC role preferably in infrastructure industry.
  • Proven experience in dealing and liaising with government authorities in Dubai and Northern Emirates, and their NOC system.
  • Must possess excellent oral and written communication skills.
  • Independently develops and/or supervises the creation of engineering products that meet customer quality requirements. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status.
  • Typical products may include detailed calculations, drawings, procurement documents, design and installation packages, proposal evaluations, technical reports, and detailed analyses.
  • Provides support for other engineering activities as required.
  • May supervise one or more subordinates and provide input regarding performance.
  • May be assigned to a project or organizational team, or as a lead engineer for a specific discipline on a small to intermediate size project.
  • Provides input and technical guidance to CAD Designer/Drafters, Designers, and lower level Engineers working on the same project.
  • Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You’ll Bring

Strong communication and coordination abilities to manage multidisciplinary teams and stakeholders.

  • A bachelor's degree in engineering would be preferred, with minimum 6 years of related work experience.
  • Design / Design Review experience for utility diversions and protection.
  • Have full and complete knowledge of existing infrastructure networks and authorities in the Emirates of Dubai.
  • Proven track record of working with developers in Dubai and coordinating with government authorities such as RTA, DEWA, and Dubai Municipality.
  • Familiarity with the local services authorities regulations, standards, and requirements in Dubai.
  • Excellent problem-solving and analytical skills.
  • Ability to work under pressure and manage multiple priorities in a fast-paced environment.
