Job Overview

We are seeking an experienced Technical Manager – Civil Engineering to lead contractor technical office operations for major civil and construction projects across the UAE. The role will act as a key link between design management, consultant approvals, authority clearances, subcontractor coordination, and site execution.

The Technical Manager will lead technical activities including shop drawings, design reviews, method statements, value engineering, constructability solutions, BIM coordination, and technical approvals. The position also requires strong experience managing UAE authority approvals and resolving technical queries with consultants and subcontractors.

This opportunity is suited to a senior civil engineering professional with 10–15 years of experience, including at least 5 years in the UAE, particularly across large-scale and high-rise building projects within a reputable main contractor environment.

Key Responsibilities

• Lead technical office activities including shop drawings, design reviews, and method statements.


• Identify value engineering opportunities and develop cost-effective constructability solutions.


• Manage end-to-end NOCs and statutory clearances with relevant UAE authorities.


• Coordinate authority approvals involving DM, DDA, RTA, DEWA, Abu Dhabi Municipality, and Civil Defense.


• Manage consultant and subcontractor technical interfaces.


• Resolve RFIs, design queries (DQs), and technical queries (TQs).


• Review and approve subcontractor material submittals (MAR) and technical proposals.


• Direct BIM teams across LOD 300 to LOD 500 requirements.


• Oversee clash detection and shop drawing schedules in line with project milestones.


• Support commercial teams with tender evaluations and variation claims.


• Provide engineering guidance to site and QA/QC teams.


• Coordinate technical activities to support successful project delivery.

Requirements & Qualifications

• B.Sc. in Civil Engineering.


• 10–15 years of professional experience.


• 5+ years of UAE experience.


• Contractor/main contractor background.


• Experience with reputable main contractors.


• Experience working on large-scale and high-rise building projects.


• Hands-on experience with UAE authority permitting portals.


• Proficiency in AutoCAD, Revit, and Navisworks.


• Experience with structural engineering software including ETABS and SAFE.
