Overview
The role of the Technical Coordinator is to ensure the Plant is in fully compliant with the corporate procedures and to provide assurance on design implementation and operational effectiveness of controls to mitigate risks to the business objectives in the Operation Maintenance processes creating synergies with the rest of the NOMAC assets across the globe.
Scope
The technical coordinator is responsible for gaining process understanding from process owners including review of underlying information, documentation and business correspondences; identifying process related risks and controls and evaluating the controls design in place; testing of controls; analytical review of information, the lifetime management and integrity of the major capital items of plant and apparatus such as Steam Turbines and pressure systems, Generators, Transformers and electrical distribution systems, peripheral plant including pumps, pipework and tanks and also structural and civil assets. He will be required to develop and implement local procedures which allow compliance with Operator developed directives and guidance on Engineering taking into account manufacturers recommendations and good engineering practice. Serve as a liaison between engineering, other departments e.g. Maintenance, SC operations and upper management. Ensure that technical projects are delivered on time within scope and aligned with business goals.
Accountabilities
- The technical coordinator shall ensure Health Safety and Environmental aspects of the business are considered in commercial decisions.
- The integrity of the asset is not compromised on the basis of cost.
- Engineering Risk Management processes are implemented.
- Compliance with Regulations, Laws and Project Agreements.
- Staff are trained and competent and are developed professionally.
- Engineering and quality standards are established and maintained.
- Inputs into the Business Planning process; Engineering department staff members are actively coordinated in Site, Regional and Corporate initiatives.
- Manage the potential business cases to improve the plant production.
Responsibilities
- Review the Risk; assess the degrading effects of plant operations on plant remnant life and plant integrity.
- Review the management systems; develop and implement local procedures to effectively manage the Engineering Risks and ensure compliance with Corporate Technical Procedures.
- Review the development and implementation schemes of inspection to periodically assess the condition of the plant (Turbines, Generators, Aux boilers, Pipe work etc.).
- Review the development of outage plans for the foreseeable remnant life of the plant.
- Review the Preparation for outages in terms of securing the necessary budgetary funding, approval, procurement of spares, manpower, technical expertise and preparation of technical specifications to allow completion of the tendering process.
- Ensure that all the required activities are completed on time prior to the due date of the outages; ensure lessons learnt are recorded and incorporated into future plans and that a full record of as found and final status is maintained.
- Implement a program of plant condition monitoring to determine the current condition of the plant.
- Work with the Maintenance Department to optimize maintenance requirements over the lifetime of the plant.
- Investigate the root cause of singular and repeat failures and implement reliability improvements.
- Liaise with the Operations Department to determine plant improvements in relation to operability, safety, environmental impact and commercial flexibility.
- Manage plant modifications in compliance with Corporate Technical Guidance.
- Stay up-to-date with emerging technologies, industry trends and engineering best practices.
Minimum Qualifications
- A Bachelor degree in Engineering.
- Minimum years of experience in progressively complex CSP plants.
- Good leadership, planning and organizational abilities.
- Good conceptual and analytical thinking.
- Good knowledge of the operations in power generation plants.
- Good communication, influencing and motivating skills; mentoring, coaching and people management skills.
- Good planning, organizing and integration skills; teamwork and effective collaboration skills.
- Ability to manage emergency situations.
