Overview

Parsons is seeking a highly experienced Systems Assurance & RAMS Manager to join our team for a flagship rail project in the UAE. The successful candidate will be responsible for managing all aspects of Systems Assurance, including Reliability, Availability, Maintainability, and Safety (RAMS) activities across the project lifecycle. This role ensures that all rail systems are designed, integrated, and operated safely and efficiently in compliance with international standards and UAE regulatory requirements.

Responsibilities
  • Lead and manage Systems Assurance and RAMS activities across design, construction, testing, and commissioning phases of the rail project.
  • Develop and implement the Systems Assurance and RAMS strategy, ensuring alignment with project goals, standards, and contractual obligations.
  • Ensure compliance with EN 50126, EN 50128, EN 50129, and IEC 61508 standards throughout all project phases.
  • Oversee the development and review of safety cases, hazard analyses, FMECA, fault tree analysis, and quantitative risk assessments.
  • Manage the integration of systems assurance requirements across all engineering disciplines and project interfaces.
  • Evaluate contractors’ RAMS documentation and verify compliance with system and project-level assurance requirements.
  • Chair or support Safety Review Panels, ensuring that design and operational safety issues are effectively addressed.
  • Coordinate with internal teams, consultants, contractors, and regulatory bodies to ensure all safety and reliability deliverables are met.
  • Monitor the performance of systems assurance processes and identify opportunities for improvement.
  • Lead audits, assessments, and verification activities related to RAMS and system safety.
  • Prepare reports and presentations for the Client, highlighting progress, issues, risks, and recommendations.
  • Support testing, commissioning, and handover phases to ensure that safety and reliability objectives are achieved prior to system operation.
Qualifications
  • Bachelor’s degree in Engineering (Electrical, Mechanical, Systems, or a related discipline).
  • Minimum 15 years of professional experience in systems assurance and RAMS within major rail, metro, or high-speed rail projects.
  • Proven expertise in applying EN 50126 / 50128 / 50129 standards and CENELEC processes.
  • Demonstrated experience managing system safety, reliability, availability, maintainability, and integrity assessments.
  • Strong knowledge of systems integration, safety certification, and operational readiness processes.
  • Experience working with multidisciplinary project teams and external stakeholders, including clients and authorities.
  • Proficiency in systems engineering and RAMS tools.
  • Excellent communication and presentation skills.
