Manpower Middle East in Dubai seeks a Category Manager - Strategic Sourcing to own sourcing strategy, supplier base, and the centralized bidding process across vessel-related categories. You will replace fragmented buying with a disciplined, auditable, and competitive sourcing function.

The role requires leading RFQ/RFP/e-auctions, negotiating framework agreements, and reporting KPIs to technical, finance, and legal stakeholders.

Qualifications

• CIPS Level 4 Diploma is mandatory; MCIPS preferred.
• 5–8 years in procurement or strategic sourcing with tender ownership.
• Shipping and maritime experience strongly preferred.
• Strong negotiation, analytical, and cross-functional stakeholder skills.
• Fluent English and familiarity with e-sourcing platforms and spend analytics.

Responsabilités

• Own the category strategy including demand planning and supplier base.
• Run centralized bidding end-to-end: RFQ/RFP/e-auction, evaluation, and award.
• Negotiate framework or term agreements; chair Bid Evaluation Committees.
• Report category KPIs and act as procurement contact for technical, finance, and legal stakeholders.

Our client is seeking a Category Manager - Strategic Sourcing who will own sourcing strategy, supplier base, and the centralized bidding process for one or more vessel-related categories (Bunkers & Fuel, Spares & Stores, Dry-Docking & Repairs, or Ship Management Services) across the Company's worldwide fleet - replacing fragmented, ad hoc buying with a disciplined, auditable, and competitive sourcing function.

About the Requirements

• CIPS qualification is mandatory - minimum Level 4 Diploma; MCIPS (Chartered) strongly preferred.
• 5-8 years' procurement / strategic sourcing experience, with ownership of competitive tendering.
• Shipping and maritime experience strongly preferred.
• Strong negotiation, analytical (TCO/should-cost), and cross-functional stakeholder skills.
• Fluent English; familiarity with e-sourcing platforms and spend analytics

About You

• Own the category strategy - demand plan, supplier base, contract structure, and risk register - approved annually.
• Run the centralized bidding process end-to-end: aggregation, RFQ/RFP/e-auction, evaluation, and award.
• Negotiate framework/term agreements; chair Bid Evaluation Committees for high-value tenders.
• Report category KPIs (savings, cycle time, compliance) and act as the key procurement contact for technical, finance, and legal stakeholders.
