Job summary

Penspen Ltd is seeking a Specialist Cost Estimation Engineer (PMC) in Abu Dhabi to lead cost estimation for onshore projects. You will prepare, review, and manage cost estimates across FEED, Detailed Engineering, and EPC stages, ensuring accuracy and alignment with ADNOC standards.

Strong experience in EPF and upstream O&G is required. The role demands extensive project controls involvement and collaboration with multi-disciplinary teams to maintain robust cost forecasts and risk analyses

Qualifications

• Bachelors degree in an engineering or quantity surveying discipline.
• Professional CCP certification is preferred.
• Minimum 15 years in Cost Estimation in Oil & Gas.
• Minimum 10 years on ADNOC or similar Middle East projects.
• Mandatory EPF and Upstream Oil & Gas experience.
• Mandatory PMC consultancy experience.
• Experience across FEED, Detailed Engineering, and EPC phases.
• Greenfield/Brownfield project experience preferred.

Responsibilities

• Prepare and review cost estimates for Oil & Gas projects per procedures.
• Develop CBS, quantity take-offs, and pricing for all project phases.
• Evaluate contractor estimates and vendor quotations.
• Support budgeting, cost planning, and investment evaluations.
• Perform cost risk and contingency analyses.
• Coordinate with engineering, procurement, planning, and construction teams.
• Participate in bid evaluations and cost change management.
• Prepare cost impact assessments and management reports.

Specialist Cost Estimation Engineer (PMC)

Position: Senior Cost Estimation Engineer
Location: Abu Dhabi, UAE

Job Purpose

The Specialist Cost Estimation Engineer will be responsible for preparing, reviewing, and managing project cost estimates for an Onshore PMC project, ensuring accurate budgeting and cost forecasting throughout the project lifecycle. The role requires extensive experience in Early Production Facilities (EPF) and Upstream Oil & Gas projects, with strong expertise in cost estimation during FEED, Detailed Engineering, and EPC phases.

Key Responsibilities

• Prepare and review cost estimates for Oil & Gas projects in accordance with company and client procedures.
• Develop conceptual, feasibility, FEED, and detailed engineering cost estimates.
• Prepare cost breakdown structures (CBS), quantity take-offs, and pricing for engineering, procurement, construction, commissioning, and project management activities.
• Evaluate contractor estimates, vendor quotations, and bid proposals.
• Support project budgeting, cost planning, and investment evaluations.
• Perform cost risk analysis, sensitivity analysis, and contingency assessments.
• Coordinate with Engineering, Procurement, Project Controls, Planning, and Construction teams to ensure accurate estimating inputs.
• Participate in technical and commercial bid evaluations.
• Monitor estimate accuracy throughout the project lifecycle and recommend improvements based on lessons learned.
• Ensure compliance with ADNOC standards, company procedures, and international estimating practices.
• Support project change management by preparing cost impact assessments for scope variations.
• Prepare management reports and presentations related to project cost estimates.

Minimum Qualifications

• Bachelor's Degree in Mechanical, Civil, Chemical, Electrical Engineering, Quantity Surveying, or equivalent.
• Professional certification such as AACE International (Certified Cost Professional - CCP) is preferred.

Minimum Experience

• Minimum 15 years of experience in Cost Estimation within the Oil & Gas industry.
• Minimum 10 years of experience on ADNOC or similar Middle East Oil & Gas projects.
• Mandatory experience in Early Production Facilities (EPF) and Upstream Oil & Gas projects.
• Mandatory experience in PMC consultancy environment.
• Mandatory hands‑on experience across FEED, Detailed Engineering, and EPC phases of Oil & Gas projects.
• Experience in greenfield and brownfield developments is highly preferred.
• Experience working in ADNOC projects.
