Job summary

A key construction company in Abu Dhabi is seeking a Site HSE Engineer responsible for implementing and improving the Health, Safety, and Environment management system. The ideal candidate will have a Bachelor’s Degree in a related field, at least 7 years of experience including 5 years in the UAE, and strong knowledge of HSE legislation. Responsibilities include conducting inspections, ensuring compliance, and leading training sessions. Proficiency in English and MS Office is required, and Arabic is a plus.

Job description

The Site HSE Engineer is responsible for the implementation, coordination, and continuous improvement of the Health, Safety, and Environment (HSE) management system at the construction site. Working within the General Contractor’s organization, the HSE Engineer ensures that all construction activities comply with UAE legislation, international standards, and company policies. The role involves organizing, supervising, and enforcing safety procedures, conducting inspections, managing training, and coordinating the work of subcontractors to maintain a safe and environmentally compliant site. The HSE Engineer actively participates in planning, risk assessments, incident investigations, and ensures that all employees and subcontractors adhere to established safety and environmental protocols.

KEY RESPONSIBILITIES
Implementation and Coordination of HSE System
  • Develop, implement, and supervise HSE management plans, risk assessments, and procedures on site
  • Ensure that the company’s HSE policy and project-specific requirements are effectively communicated and enforced
  • Coordinate with Site Managers, Engineers, and Subcontractors to integrate safety requirements into daily work activities
  • Organize and lead HSE induction sessions, toolbox talks, and refresher training for all personnel
  • Ensure implementation and management of the Permit to Work system for hazardous activities
Monitoring and Inspections
  • Conduct regular site inspections, safety audits, and walkdowns to identify unsafe conditions and behaviors
  • Ensure corrective actions are implemented promptly and effectively by responsible parties
  • Verify safety compliance for high-risk operations (work at height, confined spaces, hot works, lifting operations, electrical works)
  • Maintain accurate records of inspections, audits, and incident observations
  • Monitor and report compliance with environmental protection requirements, including waste management, emissions, and noise control
Incident Prevention and Investigation
  • Conduct and participate in incident and accident investigations, identify root causes, and recommend corrective actions
  • Prepare detailed reports and ensure communication of lessons learned to all personnel
  • Implement proactive measures and campaigns to prevent recurrence of incidents
Documentation and Reporting
  • Prepare and maintain HSE reports, including incidents, observations, inspections, training, and statistics
  • Ensure compliance with UAE regulations, DMT, Civil Defense, and KEZAD requirements for safety documentation
  • Submit periodic HSE reports to the Project Manager, Construction Manager, and relevant authorities as required
  • Maintain HSE documentation in digital systems
Environmental Compliance
  • Monitor environmental impacts and ensure compliance with ISO 14001 environmental management requirements
  • Implement waste segregation and disposal programs, monitor hazardous materials handling and spill prevention
  • Coordinate noise and dust control measures in line with UAE environmental standards
  • Ensure compliance with environmental permits and documentation requirements
Team Management
  • Supervise and coordinate the work of subordinate HSE engineers or officers (if assigned)
  • Assign tasks, monitor daily activities, and provide guidance and training to junior staff
  • Promote positive safety culture through leadership, communication, and example
  • Participate in management meetings, providing HSE input into project planning and execution

Skills

QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s Degree in Occupational Safety, Industrial Safety, Environmental Engineering, or related field
  • Equivalency Certificate from the UAE Ministry of Education – mandatory
  • Minimum 7 years of experience, including at least 5 years in the UAE within general contracting or industrial construction
  • In-depth knowledge of UAE HSE legislation and international standards (ISO 45001, ISO 14001, OSHA)
  • Proven experience with risk assessment, incident investigation, and Permit to Work systems
  • Strong organizational and communication skills, with the ability to lead HSE implementation across multiple teams
  • Proficiency in MS Office (Word, Excel, PowerPoint)
  • Fluent in English (Upper-Intermediate or higher);
  • Arabic is an advantage
