Job summary

AFRY in Dubai, UAE, is seeking a Civil Engineer with 10+ years in power sector and GIS substation projects to lead site activities for 400/132 kV substations.

You will ensure construction quality, safety, reporting, and liaison with DEWA engineers and EPC contractors. Fluency in English is required; UAE experience is preferred. This role is based on-site in Dubai, with project deployments across UAE.

Qualifications

• B.E. Degree in Civil Engineering from a recognized university.
• Knowledge of DEWA civil specifications / ITPs / method statements.
• Fluent in written and spoken English with strong reporting skills.
• Experience in ISO quality environment and QA audits.

Responsibilities

• Supervise civil construction works of 400/132 kV substations during execution.
• Prepare daily site reports and monitor EPC contractor progress.
• Attend progress meetings with contractors and DEWA engineers.
• Ensure OH&S compliance and quality parameters on site.

Job Description

• Should have Power & Transmission Industry Exposure
• Experience in HV GIS Substation construction projects 400 kV/132 kV voltage levels
• Shall have at least 10 years’ experience after graduation out of which at least 5 years ‘experience in GIS Substation projects.
• Experience in DEWA (Dubai Electricity and Water Authority) Substation projects is an added advantage.
• Shall have adequate knowledge of International standards and HSE requirements in the Power industry.
• Shall have adequate knowledge of information systems

Qualifications

• B.E. Degree in Civil Engineering from a recognized university
• Candidate shall have the knowledge of DEWA - Civil specifications / ITP’s / Method statement for the activities carried out in the GIS substations.
• Must be fluent in written and spoken English with good technical skills applied to producing reports and literate in use of MS Office applications.
• Must have experience of working within an ISO Quality environment. Quality assurance procedures and quality audits shall be conducted in coordination with DEWA Engineers.
• Good knowledge of applicable design standards and codes is essential in UAE / GCC countries.
• Supervise the Civil construction works of 400 / 132 kV Substations, projects during execution stage, in line with the approved drawings and materials.
• Prepare daily site reports to ensure close monitoring of EPC Contractors civil progress activities.
• Attend progress meetings with contractors and consultants when required to support his superior/team leader.
• Follow and adhere to the OH&S Management System Manual as per Authority safety standards.
• Must be able to demonstrate initiative and flexibility both as an individual and as a strong team player, coupled with excellent interpersonal skills.
• Scrutinizing and approving method statement for each activity and assuring that the work will proceed as per method statement only. Coordinate with main and subcontractors to ensure that civil construction is in accord with contractual terms & conditions with necessary quality parameters in site activity
• Providing approvals to method statements, work procedures and RFI.
• Evaluate the sub-contractors/ test agencies/ suppliers carrying out the work through physical verification, facilities, documentary evidence showing their products approvals
• Certifying main contractor Billing, Conducting Technical /Monthly Progress Review meetings with main contractor.
• Witnessing the Trial Mix Design and Compaction tests, witnessing all materials tests involved in Concrete namely aggregate, sand, cement and Reinforcement Steel including other associated additives and compounds and providing necessary approvals at site.
• Responsible for quality control of all materials involved and constructions activity and leverage the progress of work by careful monitoring the work progress and highlighting the bottleneck delays with clients with safety implementations of work.
• Experience in different types of Cast Insitu & Precast foundations and dewatering systems.
• Candidate shall be aware of the Soil Improvement methods like Stone column / Piling works.
• Management of the site activities, interfacing with other disciplines. Working knowledge of MS office, Report Writing and Presentation skills.
• Approval from DEWA (TED Code) / Other utilities in UAE shall be an added advantage.

This role will be based in Dubai and you will be deployed to project sites in Dubai/UAE . You must be available to start from 1 December 2026 latest. The deadline for applications is by Friday 30 October 2026.
