Job summary

Target Engineering and Construction Co. LLC in the UAE seeks a Senior Technical HSE Engineer to lead all technical HSE activities for major EPC projects, ensuring alignment with ADNOC requirements and international standards.

You will collaborate with engineering teams, consultants, and project stakeholders to deliver safe, compliant, and sustainable outcomes across complex environments, while driving world-class safety performance on mega projects.

Qualifications

• Bachelor's Degree in Engineering, Technology, or equivalent qualification.
• 10-15+ years of experience in Technical HSE within Oil & Gas EPC projects.
• Mandatory ADNOC Group Company project experience.
• Strong expertise in safety engineering, risk management, and fire protection.

Responsibilities

• Lead all technical HSE activities for major EPC projects.
• Ensure alignment with ADNOC requirements, international standards, and company HSE objectives.
• Collaborate with engineering teams, consultants, and stakeholders to deliver safe, compliant project outcomes.
• Develop and review SoW, Project HSE Plans, and HSE Philosophy documents.

YOUR ROLE

As our Senior Technical HSE Engineer, you will lead all technical HSE activities for major EPC projects, ensuring alignment with ADNOC requirements, international standards, and company HSE objectives.

You will work closely with engineering teams, consultants, subject matter experts, and project stakeholders to deliver safe, compliant, and sustainable project outcomes.

Technical HSE Leadership

• Coordinate, review, and provide technical guidance on all project HSE requirements.
• Liaise with engineering disciplines and third-party HSE consultants to resolve technical safety challenges.
• Ensure compliance with ADNOC standards, corporate policies, and industry best practices.

HSE Documentation & Planning

• Prepare and review Scope of Work (SoW) for HSE studies.
• Develop and review Project HSE Plans and HSE Philosophy documents.
• Participate in Technical Bid Evaluations (TBE) related to HSE scopes.

Fire & Safety Engineering

• Prepare and review: Fire Protection Philosophies, Fire & Gas Detection Philosophies, Fireproofing Philosophies
• Review: Fire Safety Assessments, Quantitative Risk Assessments (QRA), Civil Defense submissions and drawings
• Assess Fire Water System designs, including: P&IDs, Hydraulic calculations, Surge analysis, Layouts, Datasheets, Specifications, Vendor documentation
• Review Clean Agent Fire Suppression System designs and related documentation.

Safety Studies & Risk Assessments

• Participate in: HAZOP, SIL. HAZID, ENVID, OHID, ISD, PHSER, SIMOPS, MOPO, Constructability Reviews, 3D Model Reviews, Human Factors Engineering, Bowtie Studies, E-HAZOP, SAFOP, C-HAZOP, Alarm Rationalization Workshops, Social Impact Assessments, FERA, QRA, ALARP Workshops

Third-Party HSE Reviews

• Review and provide technical comments on:, HSEIA, EIA, SRM, ESSA, EERA, FERA, QRA Reports, Radiation & Dispersion Studies, H2S Zoning Reports, Bowtie Analyses, HSECES Documentation, Fire & Gas Mapping Reports

Design & Layout Reviews

• Track and close safety study actions through HSE Action Tracking Registers.

WHAT WE’RE LOOKING FOR

Education / Certifications / Licenses

• Bachelor's Degree in Engineering, Technology, or equivalent qualification.

Experience

• 10-15+ years of experience in Technical HSE within Oil & Gas EPC projects.
• Mandatory experience working on ADNOC Group Company projects.
• Strong expertise in technical safety engineering, risk management, and fire protection systems.
