Job Purpose

Lead the strategic management of ADNOC’s priority stakeholder portfolio across Asia and Russia, ensuring that relationships, executive engagements and partnership opportunities are aligned with ADNOC Group and GCEO priorities. Provide regional intelligence and decision-ready advice, establish account strategies for Tier 1 and Tier 1+ stakeholders, coordinate Group-wide inputs, and drive agreed actions and opportunities through to measurable outcomes. Maintain a consolidated view of relationship health, risks, commitments and value potential, while ensuring continuity and a consistent One ADNOC approach across the region.

Job Specific
Regional Portfolio Strategy & Account Management
  • Lead the development, implementation and periodic review of the Asia and Russia stakeholder portfolio strategy in alignment with ADNOC Group, GCEO and regional priorities.
  • Own the regional account-management framework for Tier 1 and Tier 1+ stakeholders, including account objectives, engagement cadence, relationship owners, strategic asks, opportunities, risks and next actions.
  • Prioritize stakeholders and leadership engagements using strategic relevance, relationship value, timing, risk and potential contribution to ADNOC and XRG objectives.
  • Maintain an integrated view of existing relationships, agreements, joint ventures, commercial exposure, commitments and potential collaboration areas across the region.
  • Monitor geopolitical, policy, market and industry developments across Asia and Russia, assess their implications for ADNOC, and provide timely recommendations to senior management.
  • Identify and elevate strategic opportunities emerging from stakeholder intelligence, market developments, executive engagements and inputs from business lines and portfolio companies.
  • Coordinate the preparation of executive-ready regional briefings, talking points, engagement plans, country overviews, partnership reviews and decision papers.
  • Lead post-engagement follow-up by capturing outcomes, assigning owners, tracking deadlines, escalating delays and confirming closure with evidence.
  • Ensure stakeholder profiles, engagement history, correspondence, agreements, opportunities and actions are complete and current in approved SRM systems and dashboards.
  • Guide and develop the Senior Specialist, Asia & Russia, ensuring clear priorities, quality standards, knowledge transfer and continuity of regional relationships.
Stakeholder Engagement & Group Coordination
  • Build and sustain trusted relationships with priority government, NOC, IOC, customer, investor, technology and strategic-partner stakeholders across Asia and Russia.
  • Serve as the central regional coordination point between Strategic Relations Management, ADNOC business lines, Group Companies, XRG, Masdar and relevant UAE entities.
  • Coordinate with ADNOC’s China and Japan offices and other regional representatives to align stakeholder coverage, intelligence, messages and follow-up.
  • Ensure a consistent One ADNOC position in stakeholder communications and executive engagements, resolving overlaps and escalating conflicting priorities where required.
  • Represent the Division in relevant internal and external forums and support senior leadership engagements, visits and strategic events across the region.
Governance, Compliance & Risk Management
  • Quality-assure regional submissions to senior management, including briefings, talking points, correspondence and decision papers, for accuracy, completeness, message consistency, evidence, source traceability, stakeholder inputs and clear recommendations; resolve discrepancies with originators and obtain specialist validation before submission.
  • Ensure engagements, messages and commitments remain within agreed mandates and approval pathways; verify that required approvals are obtained and recorded, and refer opportunities to accountable business owners for evaluation, respecting their decision rights and without assuming investment, transaction or final approval authority.
  • Assess relationship issues, stakeholder concerns and emerging sensitivities with relevant Directorates to protect value, continuity and ADNOC’s reputation; recommend coordinated responses, elevate material risks and unresolved decisions, and track corrective actions with relationship owners.
  • Maintain awareness of sanctions, trade restrictions and compliance considerations relevant to the portfolio; seek Legal and Compliance assessment before progressing affected discussions or commitments, and incorporate specialist guidance without independently interpreting requirements or determining permissibility.
  • Ensure stakeholder profiles, briefings, correspondence, decisions and commitments are accurate, controlled and confidential; preserve source references and version integrity, restrict circulation of sensitive information, and raise potential conflicts of interest or inappropriate requests for internal guidance before responding.

  • Identify opportunities to improve internal processes, benchmark against leading practices and recommend effective solutions to operational challenges.

  • Comply with all applicable HSE and sustainability policies, procedures, controls, legislation and ADNOC Codes of Practice.
Reports
  • Prepare accurate and timely management information and progress updates to support oversight and decision-making.

  • Vice President, Strategic Relations Management.
  • The Executive Office, MD & GCEO Office, ADNOC business lines, Group Companies, XRG, Masdar, ADNOC China and Japan offices, and relevant corporate functions.

  • Priority government and semi-government entities, diplomatic missions, NOCs, IOCs, customers, investors, technology companies and strategic partners across Asia and Russia.

Qualifications, Experience, Knowledge & Skills
Minimum Qualification

Bachelor’s Degree in Business Administration, International Relations, Economics, Political Science, Communications or a related discipline.

Minimum Experience & Knowledge & Skills

10 years of relevant experience.
