Job summary

ADGM's Financial Services Regulatory Authority (FSRA) seeks a Senior Manager to identify and implement policy initiatives for the development and maintenance of its regulatory framework across conduct and prudential dimensions, including for the FinTech sector and digital assets.

Reporting to the Director (Policy) in the Policy & Legal Division, you will lead complex policy projects, manage stakeholders, coordinate cross‑agency work and contribute to legislative drafting and horizon scanning of

Qualifications

Minimum 10–12 years of policy development and/or regulatory experience, including digital assets.
Experience analyzing innovative products and business models and proposing mitigations for risks.
Familiarity with international standards (BCBS, IOSCO, IAIS, FSB).
Strong internal and external stakeholder management, influencing, and negotiation skills.
Excellent written and oral communication skills to translate complex ideas for the FSRA and external stakeholders.
Fluent in business English.

Responsibilities

Identify and implement policy initiatives for the development and maintenance of conduct and prudential aspects of the regulatory framework.
Manage complex and large policy projects from initiation through publication and implementation.
Oversee consultations, collate feedback, and translate into legislative changes.
Support policy initiatives for key ADGM sectors such as Wealth/Asset Management and RegTech/SupTech.
Prepare Board Papers and coordinate with internal ADGM bodies and external authorities.
Monitor international regulatory developments (OECD, FATF, IMF/World Bank) and horizon scan.
