Job summary

BitOasis, the leading regulated crypto exchange in the Middle East, seeks a Senior Manager – Compliance Officer & MLRO to join the Dubai team. You will architect the CMS and AML/CFT frameworks, liaise with regulators, and report directly to the Board, shaping risk management and strategic compliance initiatives.

You will own the regulatory relationship, design comprehensive policies, and drive training to foster a strong compliance culture, ensuring resilient operations and timely regulatory

Qualifications

• A minimum of ten years of experience in a compliance, regulatory, or financial crime function, with at least three years in direct senior-level roles.
• Ability to pass regulator Fit and Proper assessments with a clean disciplinary history.
• Deep fluency in UAE virtual asset regulatory frameworks and UAE Federal AML Laws.
• Elite credentials (ACAMS, ICA Diploma in AML/GRC) are preferred.
• Hands-on expertise with blockchain analytics and forensic tools (Chainalysis, Elliptic, TRM Labs).

We are seeking a Senior Manager – Compliance Officer & Money Laundering Reporting Officer (MLRO) to join our Dubai team. The person will also be appointed as a Responsible Individual as required under VARA requirements.

In this pivotal role, you won't just be checking boxes; you will be a strategic partner to our Board of Directors and a primary architect of our financial crime prevention strategy. You will empower BitOasis to scale safely, protecting our clients and the broader financial ecosystem while setting the gold standard for crypto compliance in the UAE.

The Impact You’ll Make

Holding a dual regulatory mandate, you will lead our Compliance Management System (CMS) and our AML/CFT frameworks. The person will also be appointed as a Responsiblie Individual as required under the VARA requirements. This is an executive-level "Approved Person" role requiring direct engagement with competent regulatory authorities, shaping how we navigate the complex intersection of blockchain technology and local regulatory standards.

As our Compliance Officer, you will:

• Architect the Strategy: Design, refine, and deploy comprehensive compliance policies (CMS) that align with the UAE’s cutting-edge virtual asset regulatory frameworks.
• Advise the Board: Serve as the definitive voice of compliance, delivering strategic insights, quarterly audits, and risk assessments directly to the Board of Directors.
• Be the Regulatory Face of BitOasis: Act as the primary liaison with financial regulators. You will own the relationship, facilitating transparent reporting, financial disclosures, and timely regulatory notifications.
• Champion a Compliance Culture: Empower our staff and senior leadership through dynamic training programs on consumer protection, market conduct, and financial crime laws.
• Ensure Operational Resilience: Co-pilot our Business Continuity and Disaster Recovery (BCDR) frameworks to ensure uninterrupted, secure operations.

As our MLRO, you will:

• Safeguard the Ecosystem: Own the overarching AML/CFT strategy, customizing risk assessments and internal controls for the unique typologies of virtual assets.
• Lead Due Diligence Operations: Oversee rigorous onboarding protocols (CDD, EDD, and UBO identification) and continuous sanctions screening.
• Monitor & Investigate: Command our transaction monitoring systems, utilizing advanced blockchain analytics to detect anomalies, investigate alerts, and confidently file Suspicious Transaction Reports (STRs) with the UAE FIU and regulatory bodies.
• Master the Travel Rule: Ensure seamless, compliant cross-border virtual asset transfers in strict adherence to the FATF Travel Rule and UAE federal laws.

What You Bring to the Table

• A minimum of ten (10) years of, experience in a compliance, regulatory, or financial crime function (experience within a VASP, traditional financial institution, or regulated fintech is essential), with at least three (3) years in direct, senior-level experience.
• You can confidently pass the regulator's strict "Fit and Proper Person" assessment, possessing a spotless regulatory, criminal, and financial disciplinary history.
• Deep fluency in UAE virtual asset regulatory frameworks and UAE Federal AML Laws.
• Elite professional credentials (e.g., ACAMS, ICA Diploma in AML or Governance, Risk and Compliance).
• Hands-on expertise with industry-leading blockchain analytics and forensic tools (e.g., Chainalysis, Elliptic, TRM Labs).
• Exceptional executive presence and communication skills, with a talent for translating dense regulatory mandates into agile business strategies.
