Scope

Senior Manager-Centre of Excellence to join Onboarding team at headquarters in DAFZA, Dubai Airport Freezone.

Role responsible for leading blue-collar training functions of Transguard’s internal Centre of excellence, delivering training to workforce of over 70k staff, and external profit center of Centre of Aviation & Security Studies (CASS). Critical for overseeing high quality training for all new and existing staff while managing P&L and growth for revenue generating business. Responsible for driving business development and managing existing customer accounts, overseeing daily training operations and trainee administration, ensuring SIRA compliance, and supporting departmental efficiency.

  • Develop and execute sales strategies, pipeline initiatives, and business development plans to drive sustainable growth.
  • Conduct cost-benefit analyses of new training courses (internal and external) to evaluate revenue potential and strategic fit.
  • Create and maintain budgets for the COE Business Unit and training centres, including CAPEX and OPEX, and develop business cases to support future investments.
  • Oversee external vendor relationships, including initial qualification, ongoing performance assessment, and ensuring value for money.
Customer
  • Collaborate with internal Business Units to identify training needs and goals based on organizational objectives, customer feedback, and employee performance gaps.
  • Meet with, engage with and collate data from external customers and potential customers to ensure product and services are aligned, keeping CASS business unit ahead of competition.
  • Develop a pipeline of new customers and new training opportunities in line with the market needs, trends, and any specific customer requirements.
  • Sales presentations to clients on products and portfolio of training courses.
  • Create and deliver business development strategy in line with sales targets.
  • Assess training needs through consultation with Management, employee interviews, focus groups, T&D Specialists, Facilitators, and clients.
  • Assess existing courses against customer requirements and exit courses with low future growth potential.
Process
  • Plan, design, and develop programs to offer training to help employees maintain and improve their job skills and increase staff retention.
  • Develop and oversee policies and procedures for the training centres, ensuring compliance with organizational standards, local laws, and regulations, and aligned with external risk management practices for compliance.
  • Ensure utilization across all training courses is maximised and that translates through to profitability targets being met or exceeded.
  • Oversee regular evaluation of existing trainers and material, refine, enhance, train and develop as required.
  • Performance management of the entire training team, administrators, content creation and CASS admins
  • Monitor, evaluate, and record training activities, handouts and program effectiveness for customer reporting purposes.
  • Create digital training records including Psychometric, Safety, hard and soft skills and review with customers for continuous improvement of training.
  • Create and oversee Upskilling and recurrent training strategy ensuring high engagement and employee retention.
  • Budget and planning for sufficient resources such as classrooms, supplies, transport, and facilitators.
  • Work with overseas vendors to ensure quality standards are exceeded at all levels of the value stream, includes some travel to Africa, Pakistan, India and Bangladesh amongst others.
  • Systemize all data flows through the training centers, from automatic scheduling of courses, automated T&A, online assessments, learner feedback and data reporting.
  • Analysis of performance data to make systematic improvements to all aspects of the training delivery.
  • Assess and make recommendations for improvements in process and infrastructure across 3 training venues.
  • Conduct global market research to identify performance gaps and industry best practice to underpin the continuous improvement structure.
  • Develop and implement policies and procedures for the training center, ensuring compliance with organizational standards and regulations.
  • Explore AI and tech‑based training enhancements to ensure efficient content creation and innovative training methods underpinning Transguard’s CI strategy.
Selection Criteria
  • A graduate degree is required. A master's degree or higher in a relevant discipline is preferred.
  • Transguard EPT level 5
  • Experience in managing budgets and ensuring cost‑effective operational measures. P&L experience advantageous
  • Strong knowledge of training system processes and technology to supplement processes and training
  • Familiarity with developing strategy and materials for all training courses.
  • Demonstrated experience in developing and implementing training policies and procedures, ensuring compliance with organizational standards and regulations.
  • Proven ability to collaborate with customers (internal and external) to identify training needs based on organizational objectives, customer feedback, and performance gaps.
  • Strong experience in assessing training needs through consultation with management, employee interviews, focus groups, and client interactions.
  • Solid background in planning, designing, and developing training programs to enhance employees' job skills and potential for career development.
  • Proven track record in evaluating existing training materials and developing alternative training methods to drive improvements.
  • Experience in monitoring, evaluating, and recording training activities and program effectiveness for reporting purposes.
  • Ability to conduct research on industry best practices and innovative training techniques to improve training programs.
