Job summary

Hill International is seeking an experienced HSE Engineer to support the implementation of project-specific HSE management systems in Abu Dhabi, UAE. The role involves audits, incident investigations, contractor oversight, and coordinating HSE training to uphold safety standards on-site.

You will review and approve HSE plans, RAMS, and permits, ensuring compliance with local regulations (ADOSH) and Hill policies. A strong technical background and 12+ years in HSE are essential.

Qualifications

• Minimum 12 years experience in health, safety and environmental fields.
• Good technical/engineering knowledge.
• Experience in high-rise building and/or villa projects.
• Excellent understanding of UAE/Abu Dhabi HSE regulations (ADOSH).
• HSE Level 5/6 and Level 3 qualifications are mandatory.
• IOSH membership with CPD record preferred.
• Working knowledge of ADOSH (OSHAD).
• ISO 14001 and ISO 45001 auditor qualification.

Responsibilities

• Assist management in implementing a project-specific HSE Management System in line with Hill corporate and client requirements.
• Develop project-specific HSE procedures in accordance with Hill corporate policies and change management procedures.
• Support embedding positive HSE behaviours and leading safety cultures on site.
• Review client-specified HSE Management Plans and safe systems of work for suitability.
• Review and approve MSRA/JSA/RAMS aligned with activity requirements.
• Oversee Permit to Work processes and related documentation.
• Conduct proactive HSE audits and inspections to ensure effective implementation of HSE plans.
• Supervise readiness and performance of HSE critical systems and equipment.
• Assess the suitability of HSE inductions and competence management for the project.
• Support Hill HSE training and competence programs including inductions and risk awareness.
• Investigate and report incidents, accidents and near-misses to management.
• Maintain current knowledge of HSE best practices and regulatory changes.
