Job summary

Emirates Nuclear Energy Corporation (ENEC) seeks a senior Geospatial Strategist to develop and manage Barakah's Geospatial Strategy, systems and databases, and to support GIS applications across programs and site infrastructure development.

You will coordinate with ICT, DCRM and external vendors to integrate GIS, CAD and BIM data, perform advanced geospatial analysis, and align geospatial initiatives with Barakah master planning, urban development and security requirements.

Qualifications

• Bachelor’s Degree in Civil Engineering, Geospatial Sciences or equivalent.
• Pref - Civil Engineering, GIS, Information Systems or equivalent.

Responsibilities

• Drive the formulation and implementation of the Geospatial Strategy to support Barakah Master Planning and Site Infrastructure Development.
• Provide high-level consultation and advice on geospatial topics for decision making.
• Manage the GIS, CAD, Remote Sensing, BIM data cycle for project management and decision support.
• Coordinate with ICT, DCRM and external vendors to ensure data integration with ICT systems.
• Produce geospatial analysis to support Master Planning and Site Infrastructure projects.
• Offer technical guidance on urban development and infrastructure planning and align with organizational goals.
• Ensure integration of geospatial data with ICT systems and information security requirements.
• Develop procedures and data models to ensure geospatial data quality and enable reuse for future projects.

Education

Job Purpose

To develop and efficiently manage the Barakah Geospatial Strategy, system and databases, support ENEC program GIS applications, and to participate in Barakah Urban development and implementation aligned with the stakeholder framework to support various functions within the Barakah site in cooperation with other concerned Enterprise functions

Key Activities, Responsibility & Accountability

Geospatial Strategy

Responsibilities and Accountabilities:

• Drive the formulation and implementation of the Geospatial Strategy of the Organization, by planning, implementing, and supporting Geospatial methodologies and operational plans, to support all current and future Barakah Master Planning and Site Infrastructure Development Projects.
• Act at a strategic level (offering high level consultation and advice for decision making support on Geospatial and Master Planning topics), operational level (planning and implementation of projects and processes) and technical level (production and support), as required.

Geospatial Information Management

Responsibilities and Accountabilities:

• Manage the Urban Development and Infrastructure data cycle in the organization (GIS, CAD, Remote Sensing, BIM, others), from data collection, to data filtering, storage, management, data integration, data analysis and information dissemination to stakeholders (Company Departments and Senior Management), for project management and decision support.
• Act as a Geospatial Focal point between Company Stakeholders (including ICT and DCRM), external Consultants and Software Vendors (for GIS and CAD support) and ensure full integration of spatial data, models, software and work methodologies with existing ICT systems and technical and security regulations

Geospatial Analysis and Production

Responsibilities and Accountabilities:

• Perform Geospatial Production and Analysis using GIS, CAD, BIM and Remote Sensing tools and methodologies, to support all Master Planning and Site Infrastructure Development projects and initiatives (including geospatial data collection, management and analysis, advanced geospatial analysis, map, drawings and sketches production

Support of Urban Development and Infrastructure Planning

Responsibilities and Accountabilities:

• Offer technical support, consultation, and advice, on Urban Development and Infrastructure Planning, Projects and Initiatives, on digital data integration, geospatial current and future tools and methodologies, and align these with the operational and strategic goals of the Organization.
• Ensure proper alignment at a technical and at an operational (planning) level, between current and future Site Infrastructure projects and initiatives, and the Site Master Planning - Urban Planning scope and projects and initiatives and advise Barakah Projects Development Manager on the Strategic aspects of this alignment (issues and parameters).

Responsibilities & Accountabilities (contd.)

Geospatial Systems Management and Integration

Responsibilities and Accountabilities:

• Ensure full integration of spatial data (GIS, BIM, Remote Sensing and others), data models, software and Geospatial work methodologies with existing ICT systems and technical and security regulations and align all geospatial projects and processes with Information Security requirements.
• Oversee and approve all processes related to software and hardware used by the Section members - software subscriptions and licenses (in coordination with the GIS Specialist and ICT), software and data acquisitions and hardware maintenance.
• Recommend to Barakah Projects Development Manager new acquisitions and upgrades (software, hardware, data) to improve the Section’s efficiency and effectiveness and to better achieve organizational goals.

Documentation, Procedures and Processes

Responsibilities and Accountabilities:

• Develop procedures, spatial data models and data processing methodologies to ensure spatial data quality and proper data integration within the organization and enable the transformation of existing and new collected data to useful information for future projects, allowing long‑term organizational learning.
• Participate in the development and preparation of Geospatial System related documents such as implementation plans, policies, procedures, proposals and reports in order to ensure that the latest updated information pertaining to the GIS system is available for reference.

Experience

• 7~15 years
• Experience working with government systems and regulatory bodies in Abu Dhabi or the UAE.
