Job summary

Penspen Ltd is seeking an Operations Readiness & Assurance leader in the United Arab Emirates with 15+ years in Oil & Gas and at least 5 years in PMC projects. The role ensures operability, maintainability, safety and readiness of process systems before handover.

Responsibilities include developing OR&A plans, coordinating stage gates, and reviewing design operability, documentation, and handover packages. Strong familiarity with HYSYS/Aspen Plus is advantageous.

Qualifications

• Bachelor’s Degree in Chemical/Process Engineering (Master’s preferred).
• 15+ years of experience in Oil & Gas, Refining, Petrochemicals, LNG, or similar. Minimum 5 years in PMC Projects.
• Familiarity with OR&A frameworks, RCM, asset lifecycle management; process simulation tools beneficial.

Responsibilities

• Develop and implement Operations Readiness & Assurance (OR&A) plans and strategies.
• Ensure alignment between project deliverables and operational requirements.
• Define and monitor readiness milestones and assurance gates; participate in stage gate reviews (FEED to Start-Up).
• Participate in HAZID, HAZOP, SIL, LOPA studies and operability workshops; review 3D models.
• Verify completeness of as-built docs, process datasheets, control narratives, vendor documentation; readiness of procedures, training and spares.

• Proficiency in process simulation tools (e.g., HYSYS, Aspen Plus) is beneficial.

Key Responsibilities

1. Operations Readiness & Assurance

• Develop and implement Operations Readiness & Assurance (OR&A) plans and strategies.
• Ensure alignment between project deliverables and operational requirements.
• Define and monitor readiness milestones and assurance gates.
• Participate in stage gate reviews (FEED, Detailed Design, Construction, Pre-Commissioning, Commissioning, Start-Up).
• Ensure designs meet operability, maintainability, and safety requirements.
• Identify process risks and recommend mitigation measures.
• Support process optimization strategies prior to start-up.

2. Design & Operability Reviews

Participate in:

• HAZID, HAZOP, SIL, LOPA studies
• Constructability and operability workshops
• 3D model reviews
• Ensure incorporation of lessons learned and operational feedback.
• Verify accessibility, isolation philosophy, and maintainability of process equipment.

3. Documentation & Handover

• Ensure completeness and accuracy of:

• As-built documentation
• Process datasheets
• Control narratives
• Vendor documentation

• Verify readiness of:

• Operating procedures
• Training materials
• Spare parts and criticality lists
