Responsibilities
  • Supervision and full oversight of the manufacturing and assembly of high‑speed trains at the contractor, ensuring compliance with contract requirements.
  • Conduct inspections, tests, monitoring, and audits at manufacturing sites in accordance with quality and inspection plans.
  • Inspect welding and manufacturing work on key structural components of rolling stock (e.g., chassis, floor, car body).
  • Inspect installation of systems and subsystems of rolling stock (e.g., traction motors, air‑conditioning units, pantographs, electrical equipment).
  • Participate in and supervise hold‑point inspections, First Article Inspections (FAI), and Factory Acceptance Tests (FAT) for rolling stock, depot equipment, and simulators.
  • Witness hold‑point inspections for high‑speed rolling stock and depot equipment – a minimum of 50% of all hold points per the ITP.
  • Witness First Article Inspections and Factory Acceptance Testing of rolling‑stock‑key/major sub‑systems, rolling stock, depot equipment, and simulator.
  • Supervise and manage testing and commissioning activities, including review and approval of test and commissioning plans, strategies, and procedures.
  • Review and approve test and commissioning reports, ensuring adherence to approved plans and contract requirements.
  • Supervise and manage integration tests between rolling stock and other systems.
  • Review, approval, and management of implementation of the safety verification plan, and ensure documentation complies with EN50126 V‑Cycle.
  • Oversee rolling stock traction and braking performance requirements, evaluation, and certification.
  • Prepare procedures, report formats, and templates, including ETCS‑related braking curve tests.
  • Manage failure reporting and corrective action systems (FRACAS/DRACAS) during testing and commissioning phases.
  • Establish and lead the Failure Review Board (FRB) for fault analysis and resolution during testing and commissioning.
Qualifications
  • University degree, preferably Master’s and/or Chartered Engineer status.
  • Minimum 15 years of experience in managing design and/or construction of rail projects, specifically in rolling stock.
  • Mandatory experience delivering High‑Speed Rail (HSR) projects.
  • Prior experience in a similar role on a project of comparable size.
  • Local experience in the Middle East and/or UAE is advantageous.
  • Fluency in spoken and written English is mandatory; Arabic language skills are an advantage.
  • Strong skills in supervision, inspection, testing, commissioning, and quality assurance for rolling stock manufacturing, assembly, and installation.
  • Ability to manage and witness inspections, Factory Acceptance Testing, and pre‑delivery inspections for rolling stock and related equipment.
  • Strong project management, integration, and coordination abilities throughout the full project lifecycle (design, procurement, manufacturing, construction, testing, commissioning, integration, trial operations, certification, handover, close‑out).
  • Knowledge of regional industry standards and international best practices for rolling stock projects.
  • Ability to oversee site logistics, off‑site manufacturing, and assembly supervision.
