Job summary

AECOM is seeking an experienced Resident Engineer for a major roads project in Dubai. You will lead the delivery, supervise the supervision team, and ensure adherence to plans, specs, and safety standards to deliver on time and within budget.

With 20+ years in infrastructure, you will coordinate with contractors, authorities, and clients, review programs and submittals, and implement PM documents such as the PEP, QMP, and HSP to drive successful project outcomes.

Qualifications

  • Bachelor's degree in Civil Engineering or related field.
  • Minimum 20 years of infrastructure engineering experience, with large-scale project exposure (roads, bridges, underpasses, metro/rail).
  • RTA project experience preferred and strong knowledge of construction methods and QC processes.

Responsibilities

  • Lead and manage delivery of infrastructure packages, achieving time, cost, quality, safety, and sustainability goals.
  • Supervise contractors to ensure compliance with IFC drawings, specs, contract, and milestones.
  • Direct supervision team (Resident Engineers, Inspectors, Surveyors) for daily site inspections and safety standards.
  • Maintain high HSE awareness and ensure compliance with HSE plans and local regulations.
  • Identify and resolve technical, construction, and site issues to prevent delays and cost impacts.
  • Represent AECOM in client/authority meetings and present progress and risks.
  • Review construction programs, method statements, shop drawings, and submittals; provide timely recommendations.
  • Monitor progress against baseline program and recommend recovery actions.
  • Manage variations, scope changes, and claims with input to client and commercial team.
  • Develop and monitor PM documents including PEP, QMP, and HSP.
  • Track project performance metrics and ensure alignment with AECOM standards and KPIs.
  • Assign responsibilities, coach staff, and support professional development.
  • Hold weekly internal coordination meetings to review progress and mitigate risks.
  • Ensure compliance with Dubai authorities (RTA, Dubai Municipality, DEWA, Nakheel, etc.).
  • Review RFIs, NCRs, WIRs, and shop drawing submissions; maintain records.
  • Provide technical leadership for civil and infrastructure works (roads, bridges, utilities, drainage).
  • Coordinate with utilities and third parties for NOCs, permits, and approvals.
  • Maintain project documentation and correspondence per contract and company requirements.

Job Description

AECOM is seeking an experienced Resident Engineer for a large roads project. The Resident Engineer will be responsible for the activities and efficiency of his staff for the satisfactory prosecution of the work under his supervision. He has the responsibility to build and maintain an organization that can effectively provide the necessary staking, testing and inspection to ensure the project is constructed according to the plans and specifications. He/she will familiarize rapidly with the plans, specifications and amendments to effectively administer the work.

  • Lead and manage the overall delivery of assigned infrastructure packages, ensuring project objectives related to time, cost, quality, safety, and sustainability are achieved.
  • Supervise and control contractors’ works to ensure full compliance with approved IFC drawings, technical specifications, contract requirements, and agreed milestones.
  • Manage and direct the supervision team (Resident Engineers, Inspectors, Surveyors), ensuring effective daily site inspections and consistent application of quality and safety standards.
  • Maintain a high level of Health, Safety, and Environmental (HSE) awareness, ensuring contractors’ compliance with approved HSE plans, risk assessments, and local regulations.
  • Proactively identify, resolve, and elevate technical, construction, and site-related issues to avoid delays and cost impacts.
  • Represent AECOM in client, authority, and coordination meetings; prepare and present progress reports, key risks, and mitigation measures.
  • Review contractors’ construction programs, method statements, shop drawings, technical submittals, and material approvals, providing timely recommendations.
  • Monitor project progress against the approved baseline program and recommend recovery actions where slippage is identified.
  • Manage and negotiate variations, scope changes, and claims, providing technical input and recommendations to the client and commercial team.
  • Develop, implement, and monitor key project management documents including the Project Execution Plan (PEP), Quality Management Plan (QMP), and Health & Safety Plan (HSP).
  • Define and track project performance metrics, ensuring staff performance aligns with AECOM quality standards and project KPIs.
  • Assign responsibilities to key team members, conduct performance evaluations, provide coaching, and support professional development.
  • Conduct weekly internal coordination meetings to review progress, identify risks, and implement corrective actions.
  • Ensure full compliance with Dubai Authorities’ requirements including RTA, Dubai Municipality, DEWA, NAKHEEL, and other relevant stakeholders.
  • Review and ensure timely closure of RFIs, NCRs, WIRs, and shop drawing submissions, maintaining accurate project records.
  • Provide strong technical leadership and oversight for civil and infrastructure works, including roads, bridges, utilities, drainage, and associated structures.
  • Coordinate with utility authorities and third parties to obtain NOCs, permits, and approvals required for construction activities.
  • Ensure project documentation, correspondence, and reports are maintained in accordance with contractual and company requirements.
Qualifications
  • Bachelor's degree in civil engineering or a related field
  • Previous experience with RTA projects is preferred
  • Minimum 20 years of experience in infrastructure engineering, with a focus on managing large-scale projects including Roads, Bridges, Underpasses, Metro and Rail.
  • Strong knowledge of infrastructure development, construction methodologies, and quality control processes
  • Excellent project management skills, including budget and schedule management
  • Advanced problem-solving and analytical abilities
  • Strong technical report writing and communication skills
  • Ability to work efficiently in a fast-paced environment and manage multiple projects simultaneously
  • Willingness to work on‑site and travel as required for project needs
