Job summary

American Hospital Dubai is seeking a Senior Recruitment Leader to manage end-to-end physician recruitment, licensing, and onboarding across the hospital and its clinics. You will drive workforce planning, innovative sourcing strategies, and ensure compliance with UAE Labour Law, DHA licensing, and JCIA standards.

In this role you will partner with medical leadership, oversee candidate management, implement digital recruitment tools, and produce data-driven reporting.

Qualifications

  • Minimum of eight (8) years in healthcare recruitment, including at least three (3) years focused on physician recruitment in the UAE.
  • Knowledge of UAE Labour Law and DHA regulations relating to physician recruitment.
  • Knowledge of physician licensing, credentialing, and regulatory processes under DHA.
  • Knowledge of JCIA accreditation standards and compliance requirements.
  • Knowledge of HRIS systems (Oracle, SAP, iFusion) and ATS platforms.
  • Experience in physician talent acquisition: sourcing, screening, interviewing, and selection.
  • Ability to lead, mentor, and supervise recruitment staff while managing multiple campaigns.

Responsibilities

Job description

Manages the end-to-end recruitment, licensing, and onboarding of physicians across the hospital and its satellite clinics. Ensures compliance with UAE Labour Law, Dubai Health Authority (DHA) and Joint Commission International Accreditation (JCIA) standards. Leads physician workforce planning, digitalisation of recruitment processes, and implementation of innovative sourcing strategies to attract top medical talent from local and international markets. Oversees physician integration, licensing compliance, and data-driven recruitment reporting, ensuring that the hospital maintains a competitive edge in healthcare staffing and service excellence.

Responsibilities

Strategic Recruitment & Workforce Planning

  • Develops and implements physician recruitment strategies in alignment with hospital manpower plans and clinical service needs.
  • Collaborates with medical leadership to identify speciality gaps, workforce requirements, and succession planning priorities.
  • Benchmarks recruitment practices against leading healthcare providers in the UAE.

Talent Acquisition & Selection

  • Leads the complete recruitment cycle, including sourcing, shortlisting, interviewing, and final selection of physicians.
  • Ensures recruitment practices are transparent, fair, and compliant with UAE Labour Law, DHA licensing regulations, and hospital policies.
  • Establishes strong physician pipelines through partnerships with medical recruitment agencies, universities, and professional networks.
  • Oversees assessment processes, interviews, and site visits with clinical leadership involvement.

Licensing & Regulatory Compliance

  • Coordinates with Government Relations and DHA for physician licensing, renewals, and credentialing.
  • Maintains accurate records of licensing submissions, approvals, renewals, and compliance status.
  • Ensures adherence to JCIA, DHA, and UAE healthcare regulations throughout the recruitment and onboarding process.

Onboarding & Integration

  • Oversees physician onboarding, including visa processing, credentialing, ID badge issuance, and medical insurance enrollment.
  • Works with HR Operations to ensure smooth relocation, orientation, and integration of newly hired physicians.
  • Implements structured induction and cultural adaptation programs for international physicians.

Digitalisation of Recruitment Processes

  • Leads the transition from manual to digital recruitment workflows, including the adoption of Applicant Tracking Systems (ATS), HRIS, and e-recruitment platforms.
  • Implements automation in candidate screening, interview scheduling, and document management to enhance efficiency and reduce turnaround times.
  • Utilises HR analytics and digital dashboards to monitor recruitment KPIs, physician sourcing trends, and process effectiveness.
  • Champions innovative sourcing strategies, such as LinkedIn Recruiter, AI-powered talent mapping, and virtual hiring platforms.
  • Ensures secure digital record management of physician applications, licenses, and compliance documents in line with UAE data protection regulations.

Stakeholder & Candidate Management

  • Acts as primary liaison between physician candidates, department heads, and regulatory authorities.
  • Provides timely communication and updates to applicants regarding recruitment progress.
  • Builds and maintains strong professional networks within the UAE medical community.

Data Management & Reporting

  • Maintains a comprehensive physician recruitment database, including active, on-hold, and rejected applications.
  • Prepares recruitment dashboards, KPIs, and statistical reports for senior management.
  • Tracks trends in physician supply, speciality shortages, and recruitment turnaround times.
  • Supervises and mentors recruitment staff involved in physician hiring.
  • Promotes a culture of excellence, confidentiality, and compliance within the recruitment team.
Qualifications
  • Bachelor’s Degree in Human Resources Management, Healthcare Administration, or related field.
  • Master’s Degree in Human Resources, Business Administration, or Healthcare Leadership preferred.
  • Certification in Recruitment, Talent Management, or Healthcare HR (e.g., CIPD, SHRM, CHHR).
