Job summary

CSCEC Middle East seeks a qualified Quantity Surveyor in Dubai to lead cost control, budgeting, and commercial aspects of projects. You will report to the Contract Manager and Project Manager, guiding a team of QS professionals.

The role involves reviewing interim payments, negotiating rates and variations, and ensuring contractual compliance with subcontractors and the engineer. A senior background in civil or QS is essential for success.

Qualifications

• Bachelor’s degree in Civil Engineering or Quantity Surveying is required.
• 10+ years of relevant work experience in quantity surveying or cost control is required.

Responsibilities

• Report to the Contract Manager / Project Manager and oversee QS tasks.
• Plan and supervise Quantity Surveyors and Assistant Quantity Surveyors.
• Review and submit Interim Payment Applications to the Engineer.
• Follow up with the Engineer to obtain Interim Payment Certificates.
• Prepare and negotiate New Rates and Variation Estimates with the Engineer.
• Review and negotiate subcontractor quotations and issue recommendations of award.
• Draft and negotiate LOIs/LOAs with Subcontractors in line with company procedures.
• Review New Rates/Variation Estimates submitted by Subcontractors.
• Present project budget and cost reports to Project Management; manage cost status.

Responsibilities

• Reporting to the Contract Manager / the Project Manager (Project Management).
• Planning and supervision of Quantity Surveyors / Assistant Quantity Surveyors tasks.
• Review and submission of the Interim Payment Applications to the Engineer.
• Follow-up and discussion with the Engineer until issuance of the Engineer’s Interim Payment Certificates.
• Preparation and negotiation of the New Rates and Variation Estimates with the Engineer.
• Review and negotiation of the contractual and financial terms of Subcontractors quotations and issuance of recommendation of award to the Project Management in the form of Comparison Statements.
• Drafting and negotiation of the terms and conditions of the Letters of Intent / Letters of Acceptance to be issued to the Subcontractors, in line with the company’s procedures and standards.
• Review and negotiation of the New Rates / Variation Estimates submitted by the Subcontractors.
• Review and presentation of the project budget and the regular project cost reports to present the budget / cost status to the Project Management.
• Commercial close out of the project including submission and negotiation of Statement at Completion and Final Payment Application including Final Measurements, New Rates ..etc.
