Job summary

Hill International, Inc. is seeking a seasoned Quantity Surveyor in Abu Dhabi to oversee project costs, budgeting, cost control, variations, and claims, ensuring delivery within approved financial parameters.

You will review estimates, Bills of Quantities, progress payments, and final accounts, ensure compliance with contract drawings and FIDIC standards, and coordinate with consultants, contractors, and project teams to maintain robust cost management throughout the project life cycle.

Qualifications

  • Bachelor's degree in engineering or QS.
  • 12+ years of relevant experience.
  • Certified Chartered Quantity Surveyor preferred.
  • Understanding of costs and FIDIC.
  • Strong interpersonal skills and ability to work in a team.
  • Proficient in written and spoken English.

Responsibilities

  • Develops and maintains cost management systems covering budgeting, cost control, estimating and reporting.
  • Reviews cost estimates, Bills of Quantities, variations, and ensures compliance with contracts and drawings.
  • Prepares and reviews forecasts for final project costs, including variations.
  • Reviews and certifies progress payments and final accounts with the project team.
  • Updates cost data to support design consultants and cost estimates.
  • Ensures compliance with Quality, Environmental, Safety and Occupational Health policies.

Job Description

The Quantity Surveyor is responsible for managing project costs, budgeting, cost control, variations, claims, and contract administration to ensure projects are delivered within approved financial parameters. The role involves reviewing estimates, Bills of Quantities, progress payments, variation orders, and final accounts while ensuring compliance with contract requirements, drawings, specifications, and FIDIC standards. The position also supports project reporting, forecasting, and coordination with consultants, contractors, and project teams to maintain effective cost management throughout the project lifecycle.

Responsibilities
  • Develops and maintains systems for Design Consultant covering the areas of budgeting, cost control, estimating and reporting.
  • Reviews the various activities of construction projects about variations and submission for Management approvals.
  • Ensures that cost estimating and cost control requirements for variations are incorporated in the tender specification documents.
  • Reviews the cost estimates submitted by Consultant / Contractor and ensures compliance with Agreement, Contract drawings and specifications, and the accuracy of Company requirements.
  • Reviews the Bill of Quantities prepared by Design Consultants and Contractors and ensures that they are according to drawings and specifications.
  • Verifies project control budgets and updates them as required for Management approval.
  • Prepares and reviews the forecasts for the final project costs, including variations, considering the commitments.
  • Reviews and certifies progress payments and final accounts in coordination with the project team.
  • Prepares and updates cost data to review the cost estimates submitted by the Design Consultant.
  • Reviews final cost reports, assets registers, and project closeout reports for compliance with Contract requirements.
  • Reviews Change Requests, Contract Trend Notices, Variation Orders, Claims, etc.
  • Performs other similar or related duties, as assigned.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.
Qualifications
  • Bachelor's degree in engineering / QS, or a relevant degree.
  • At least 12 years or more of relevant experience.
  • Certified Chartered Quantity Surveyor preferred.
  • An understanding of costs and FIDIC.
  • Good interpersonal skills and ability to work well in a team environment.
  • Strong computer skills, including Microsoft Word and Excel.
  • Able to develop good working relationships with clients and their agents.
  • Ability to communicate effectively verbally and in writing in English.
