Job summary

ENGIE is seeking a full-time, site-based Project QA/QC Manager in Abu Dhabi to lead all QA/QC activities for the project. You will establish and maintain the Project Quality Management System, review ITPs, WPS/PQR, and oversee FATs, NCRs, and audits, ensuring compliance with international standards.

The ideal candidate has 8–15 years of QA/QC management experience on large EPC projects, with a Civil/Mechanical/Electrical engineering degree and relevant certifications.

Job description

We are looking for a full time, site-based Project Quality Assurance & Quality Control (QA/QC) Manager in Abu Dhabi.

Key Accountabilities

Quality Management and Governance

• Lead and manage all project QA/QC activities on behalf of ENGIE.
• Establish, implement, and maintain the Project Quality Management System.
• Review, evaluate, and approve the EPC Contractor's Project Quality Plan and associated QA/QC procedures.
• Monitor compliance with project quality objectives, approved drawings, specifications, and applicable international standards.
• Develop and maintain project quality KPIs and performance metrics.
• Prepare periodic monthly quality performance reports for project management and corporate stakeholders.
• Functionally coordinates with ENGIE Corporate Quality and Technical Governance teams where required.
• Development and maintain the Project Quality Strategy.
• Develop, maintain and periodically review the Project Quality Risk Register and ensure effective mitigation actions are implemented.
• Implement and maintain a Quality Lessons Learned Program to capture, communicate and institutionalize project quality improvements
• Facilitate Root Cause Analysis investigations and corrective action programs

Documentation Review and Approval

• Review and approve Inspection and Test Plans (ITPs), Method Statements, Quality Procedures, Inspection Procedures, Welding Procedures, and related quality documentation.
• Review and manage document control procedures and processes, including approved workflow implementation within the Electronic Document Management System (EDMS). Monitor document status, transmittals, approvals and handover documentation requirements.
• Review and approve of Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and associated welding qualification documentation.
• Review and monitor all quality records generated during project execution.
• Verify that all project documentation is complete, accurate, and maintained in accordance with contractual and project requirements.
• Review and approval of project Folder structures. Management of As-Builts and Final Project Handover documentation.

Vendor Quality Surveillance and FAT Activities

• Coordinate and oversee vendor quality surveillance activities for major project equipment.
• Verify completeness of manufacturing quality dossiers, including material traceability documentation, NDE records, welding documentation, heat treatment records, FAT records, and End of Manufacturing Reports.
• Review vendor Inspection and Test Plans and manufacturing quality procedures.
• Coordinate and participate in Factory Acceptance Tests (FATs) at manufacturers' facilities worldwide.
• Interface with third-party inspection agencies and vendor quality representatives.
• Coordinate international vendor audits and quality inspections.

Construction Quality Oversight

• Provide quality surveillance and oversight of EPC Contractor and subcontractor construction activities.
• Supervise quality activities related to:
• HRSG systems
• Gas Turbine Generators
• Steam Turbine Generators
• Balance of Plant (BOP) systems
• Mechanical systems
• Civil works
• Electrical systems
• Instrumentation & Control systems
• Auxiliary equipment installations
• Verify compliance with approved drawings, specifications, method statements, procedures, and ITP requirements.
• Monitor and witness inspections, testing, and commissioning readiness activities.
• Review and verify construction quality records, system dossiers, test packs and turnover documentation prior to mechanical completion and handover.

Welding, NDE and Heat Treatment

• Review and supervise all welding quality activities.
• Coordinate and oversee qualification and implementation of WPS, PQR, and welder qualification programs.
• Review radiographic testing, ultrasonic testing, and other NDE records.
• Ensure proper implementation and monitoring of Post Weld Heat Treatment (PWHT) activities.
• Verify compliance with ASME, AWS, and applicable project international standard and code requirements.
• Oversee and coordinate ASME Code compliance and ASME Stamp-related activities associated with applicable pressure-retaining equipment and piping systems.

Equipment Preservation and Material Management

• Supervise equipment receiving inspections at ports, laydown areas, and project warehouses.
• Coordinate receiving inspections of project equipment at the ports and storage facilities.
• Monitor equipment storage, handling, preservation, and maintenance activities.
• Verify compliance with manufacturer recommendations and preservation procedures to maintain equipment warranty requirements.

Calibration and Laboratory Control

• Monitor calibration status and traceability of EPC Contractor measuring and testing equipment. Review and management of Project calibration lists
• Audit and approve third-party laboratories used for material testing and quality verification.
• Review quality performance and accreditation status of testing laboratories.
• Verify compliance with applicable standards and project requirements.

Inspection, Testing and Quality Verification

• Coordinate and supervise quality inspections and testing activities across all disciplines.
• Lead and manage ENGIE QA/QC personnel and Owners Engineer discipline supervisors and inspectors, resident vendor inspectors, and specialized quality consultants assigned to the project. Provide functional oversight and direction to project document control personnel to ensure compliance with project quality and handover requirements.
• Witness critical inspections and testing activities when required.
• Verify implementation of approved quality control procedures.
• Ensure all inspection and testing records are properly documented and maintained.
• Review and approve test reports and final inspection documentation.
• Experience with IECEx and ATEX hazardous area inspections, testing and certification requirements will be considered an advantage.

Non-Conformance Management

• Issuing, lead the management, investigation, disposition and closeout of project NCRs, SORs and corrective action programs.
• Review, approve, and monitor corrective and preventive actions.
• Coordinate closure of NCRs in a timely manner.
• Manage punch lists, NCRs, site observations, and quality action registers.
• Identify quality risks and implement mitigation measures.

Audits and Assessments

• Plan and conduct internal and external QA/QC audits.
• Perform audits of EPC Contractor quality systems and subcontractors.
• Conduct audits of equipment manufacturers, inspection agencies, and testing laboratories.
• Conduct qualification and surveillance audits of critical suppliers and manufacturers to verify compliance with contractual and quality requirements.
• Verify implementation of corrective actions resulting from audit findings.

Turnover and Handover Management

• Review and monitor the handover process for Mechanical Completion, including Erection Completion Certificates (ECCs), Mechanical Completion Certificates (MCCs), System Turnover Packages (TOPs), and Final Acceptance documentation
• Ensure quality requirements are fully satisfied before transfer from construction to commissioning.
• Verify the completeness and quality compliance of system dossiers, turnover packages, as-built documentation, manufacturing records, vendor data books and final project records prior to handover
• Support mechanical completion and final acceptance activities.

Stakeholder Coordination

• Serve as the primary quality interface between ENGIE, EPC Contractor, vendors, third-party inspectors, and regulatory authorities.
• Coordinate all quality inspections and audits involving client representatives and stakeholders.
• Participate in daily, weekly, kick-off, progress, and management review meetings.
• Provide professional quality advice and recommendations to project leadership.
• Project Quality Management Plan implementation.
• QA/QC performance reports.
• FAT and manufacturing surveillance reports.

Health, Safety and Environment

• Support the development of an open and inclusive safety culture which actively promotes reporting, learning and taking actions.
• Support the Construction HSE Manager by ensuring quality activities, inspections, testing, audits, and surveillance activities are conducted in compliance with project HSE requirements.
• Ensure that the plant is constructed safely in accordance with approved drawings, specifications and local regulations.
• Work in partnership with the Project Company's Construction HSE Manager, to ensure that the EPC Contractor implements health and safety and environmental measures on site in accordance with the EPC Contract.
• Ensure applicable HSE legislation, Engie HSE standards, Group Rules (for example, GR02, GR09, GR14 etc.) and Generation International governance documents are applied and strictly followed.
• Demonstrate leadership commitment by visibility and actions and participate pro-actively in site HSE programs, safety inspections / walkdowns, and campaigns to promote safety culture at project site.
• Support with proper documentation the effective operation and monitoring of Safe Systems of Work including Permit to Work and LOTO systems at project site.

Qualifications and Experience

• University degree in Civil, Mechanical or Electrical Engineering.
• 8 to 15 years of project and site work experience, including power generation, water desalination, oil & gas, petrochemical or EPC projects including proven experience in QA/QC management, vendor inspections, manufacturing surveillance FAT activities, construction quality management, and multidisciplinary project execution. Previous experience on utility-scale power generation or oil & gas petrochemical projects will be considered a strong advantage
• Would have preferably worked as an Owner Developer or EPC Contractor in project management/site position.
• Professional certifications such as ISO 9001 Lead Auditor, CSWIP Welding Inspector, ASNT Level II/III, NACE, API, or equivalent quality-related certifications will be considered advantageous.
• Experience in the Middle East is a plus.
• Experience with electronic document management systems (EDMS), digital turnover systems, and project quality management software platforms
• Proven experience leading complex QAQC testing and construction activities in a challenging QAQC and HSSE environment.
• Strong background in vendor inspections, FATs, manufacturing quality surveillance, and construction quality management.
• Experience managing multinational Owners Engineers, EPC contractors and third-party inspection agencies will be considered advantageous.
