Role Summary

The Project Controls Specialist is responsible for implementing and supporting project control frameworks during project development and execution. The role focuses on value assurance, cost and schedule control, budget governance, contract administration support, and performance reporting to enable informed decision‑making and successful project delivery.

Key Responsibilities

• Support the Value Assurance Process framework with a focus on project controls across all project stages
• Assist the Value Assurance Process custodian and review and endorse Project Decision Support Packages
• Monitor project funding requirements, budget requests, cost revisions, authorization for expenditure, and contract variation requests
• Track contract and material requisitions, invoice payment certificates, contractor timesheets, and invoices
• Review project data, dashboards, and progress reports to assess performance
• Coordinate with Finance to monitor expenditure against approved budgets and identify deviations
• Investigate causes of cost and schedule variances and support development of recovery plans where required
• Develop realistic project cost and schedule forecasts based on actual project progress
• Review and develop Work Breakdown Structures, cost coding structures, and reporting systems
• Establish cost and schedule baselines, progress measurement methods, and implementation plans
• Support preparation and application of project controls standards, guidelines, and procedures
• Ensure project approvals align with the company's approved project control practices
• Support contract‑related activities including evaluation of contractor and consultant proposals
• Participate in preparation of tender packages and review and assessment of variations

Ideal Profile

• Bachelor's degree in engineering, project management, or a related discipline
• Experience in project controls within oil and gas, energy, or large industrial projects
• Strong knowledge of cost control, scheduling, forecasting, and performance reporting
• Experience with value assurance processes and budget governance
• Proficiency in project controls systems, MS Office, and reporting dashboards
• Strong analytical, coordination, and communication skills
