Job summary

Target Engineering Construction Co LLC in Abu Dhabi seeks an experienced Project Control Manager to lead planning, scheduling, cost control, progress monitoring and reporting across large EPC projects in oil and gas.

You will manage integrated schedules, EVM, budgets, KPIs, and change control, ensuring delivery on time, within budget, and in line with client expectations, while coordinating with engineering, procurement and commercial teams.

Qualifications

  • Bachelor's degree in Engineering, Project Management, Business Administration, or related discipline.
  • Master's degree preferred.
  • PMP certification holder highly desirable.
  • AACE CCP/PSP or equivalent is a plus.
  • Additional credentials in Risk Management, Scheduling, Cost Engineering, or Project Controls advantageous.

Responsibilities

  • Develop, maintain integrated project schedules using industry-standard planning tools.
  • Perform critical path analysis, resource loading, and schedule forecasting.
  • Ensure schedules align with contractual milestones and client expectations.
  • Identify scheduling risks and develop recovery plans to mitigate delays.
  • Prepare, monitor, and update project budgets; track expenditures and variances.
  • Produce detailed cost reports, forecasts, and financial analyses.
  • Monitor progress against plans; analyze KPIs and prepare control reports for leadership and clients.
  • Manage change orders and assess their impact on delivery.
  • Maintain project risk registers and mitigation plans.

We are seeking an experienced Project Control Manager to lead project planning, scheduling, cost control, progress monitoring, and reporting activities across large-scale EPC projects within the oil and gas sector. This is a strategic leadership role responsible for ensuring projects are delivered safely, on schedule, within budget, and in line with client expectations.

YOUR ROLE

As Project Control Manager, you will

Project Planning & Scheduling
  • Develop, implement, and maintain integrated project schedules using industry-standard planning tools.
  • Perform critical path analysis, resource loading, and schedule forecasting.
  • Ensure project schedules align with contractual milestones, project objectives, and client expectations.
  • Identify scheduling risks and constraints and develop recovery plans to mitigate delays.
Cost Control & Budget Management
  • Prepare, monitor, and update project budgets throughout the project lifecycle.
  • Track project expenditures and analyze budget variances.
  • Identify cost risks and potential overruns, recommending corrective actions.
  • Produce detailed cost reports, forecasts, and financial performance analyses.
Progress Monitoring & Reporting
  • Monitor project progress against approved schedules and budgets.
  • Analyze key performance indicators (KPIs) to measure project performance.
  • Prepare weekly and monthly project control reports for senior management and clients.
  • Support project teams in implementing corrective and preventive measures to improve performance.
  • Identify, assess, and mitigate project risks affecting schedule, cost, and scope.
  • Manage change orders and evaluate their impact on project delivery.
  • Support contract administration and collaborate with commercial, procurement, and legal teams regarding contract amendments and claims.
  • Maintain project risk registers and mitigation plans.
Quality Control & Compliance
  • Ensure project control processes comply with company standards, contractual obligations, and regulatory requirements.
  • Conduct audits of project schedules, cost reports, forecasts, and project documentation.
  • Promote best practices in project controls across all assigned projects.
Stakeholder Management
  • Serve as the focal point for all project controls activities.
  • Coordinate with project management, engineering, procurement, construction, finance, and commercial teams.
  • Maintain strong communication with clients, contractors, consultants, and vendors.
  • Present project performance reports and recommendations to executive leadership.
WHAT WE’RE LOOKING FOR
Experience
  • Minimum 12 years of experience in Project Controls within the Oil & Gas, EPC, Civil Infrastructure, or Power sectors.
  • Proven track record managing project controls for large-scale, complex, multidisciplinary projects.
  • Strong experience in planning, scheduling, cost control, forecasting, and progress measurement.
  • Demonstrated success supporting the execution of major EPC projects from initiation through completion.
Education and Certifications
  • Bachelor's Degree in Engineering, Project Management, Business Administration, or a related discipline.
  • Master's Degree is preferred.
  • PMP (Project Management Professional)
  • AACE Certifications (CCP, PSP or equivalent)
  • Additional credentials in Risk Management, Scheduling, Cost Engineering, or Project Controls are highly advantageous.
SKILLS AND COMPETENCIES
  • Advanced knowledge of Primavera P6, MS Project, and project control systems.
  • Strong expertise in earned value management (EVM), forecasting, cost analysis, and risk management.
  • Excellent reporting and analytical capabilities.
  • Proficient in ERP and project management software platforms.
  • Strong leadership and team management skills.
  • Exceptional stakeholder engagement and communication abilities.
  • Strategic thinking with excellent problem-solving capabilities.
