Job summary

TASC Outsourcing in Abu Dhabi is seeking a procurement leader to drive transformation across strategic sourcing, category management and value creation. You will mentor teams, streamline processes, and align with public sector priorities to deliver impact.

You will develop annual procurement plans, establish supplier management frameworks, and collaborate with government entities to deliver measurable procurement excellence and improved stakeholder satisfaction, while focusing on local content

Responsibilities

• Lead procurement transformation initiatives across strategic sourcing, category management, planning, and value creation.
• Develop and implement annual procurement plans and end-to-end sourcing programmes.
• Create category strategies for horizontal and vertical categories and digital procurement channels.
• Establish supplier management and performance frameworks to boost value, quality and service.
• Identify initiatives to increase local content and MSME participation, incl. localization and supplier development.
• Develop customer-centric procurement models with stakeholder management and assisted procurement.
• Conduct procurement maturity assessments and build governance tools, templates and processes.
• Partner with senior stakeholders across government entities to drive procurement excellence and measurable transformation.

Job description

Responsibilities:

• Lead procurement transformation initiatives focused on strategic sourcing, category management, procurement planning, and value creation across key procurement categories.
• Develop and implement annual procurement plans and execute end-to-end strategic sourcing programmes aligned with the approved procurement roadmap.
• Develop category strategies for horizontal and vertical categories, including alternative procurement channels such as catalogues and other digital procurement solutions.
• Establish supplier management and performance frameworks to improve supplier value, quality, service levels, and overall supplier ecosystem performance.
• Identify and implement initiatives to increase local content and MSME participation, including localization mechanisms and supplier development programmes.
• Develop and implement customer-centric procurement models, including stakeholder account management, customer satisfaction measurement, and assisted procurement services.
• Conduct procurement maturity assessments and develop procurement capability-building programmes, standardized tools, templates, processes, and governance frameworks.
• Partner with senior stakeholders across government entities and business functions to drive procurement excellence, process improvement, change management, and measurable transformation outcomes.
