Job summary

A leading recruitment firm is seeking a Procurement Officer for construction and engineering projects. This role involves overseeing the procurement cycle, aligning activities with company policies, and ensuring the effective management of suppliers. Job Summary

The Procurement Officer will oversee the entire procurement cycle from identifying reliable suppliers to ensuring the timely delivery of materials and services required for ongoing construction and engineering projects. The role requires a strong understanding of sourcing strategies, cost control, and vendor management. The successful candidate will ensure all procurement activities are aligned with company policies, project timelines, and budgetary constraints, maintaining transparency and efficiency throughout the process.

Key Responsibilities
  • Develop and implement procurement strategies that align with project requirements, ensuring materials and services are sourced at the best quality, cost, and delivery terms.
  • Identify, evaluate, and select reliable vendors and subcontractors through market research, pre‑qualification, and performance assessments.
  • Negotiate favorable terms and conditions with suppliers to ensure cost efficiency, timely delivery, and compliance with quality and contractual standards.
  • Prepare and manage purchase orders, RFQs, and tender documents in coordination with the technical and project management teams.
  • Track and monitor purchase requisitions, orders, and deliveries to ensure timely material availability at project sites.
  • Maintain and update the supplier and vendor database, including performance records, pricing history, and approved material lists.
  • Ensure compliance with company procurement policies and project specifications; maintain complete documentation for audits and ISO/client reviews.
  • Coordinate with project, site, and finance departments to secure material approvals, verify invoices, and ensure proper budget allocation.
  • Analyze market trends and cost fluctuations to forecast procurement risks and propose cost‑optimization strategies.
  • Review material submittals, samples, and technical data to confirm compliance with engineering and consultant requirements before procurement.
  • Manage logistics and delivery coordination to ensure timely delivery of materials to project sites.
  • Monitor supplier performance and implement corrective measures for delays, quality issues, or contractual non‑compliance.
  • Prepare periodic procurement reports summarizing supplier performance, purchase volumes, and cost‑saving achievements.
Requirements
  • Education: Bachelor’s degree in Business Administration, Supply Chain Management, or a related field.
  • Experience: Minimum 6 years of hands‑on procurement experience in the construction or MEP industry within the UAE or GCC region.
  • Technical Knowledge: Familiarity with construction materials, MEP equipment, and both local and international suppliers.
  • Software Skills: Proficiency in ERP systems and MS Office (especially Excel); experience with procurement tracking tools preferred.
  • Negotiation & Communication: Strong ability to negotiate terms, build relationships, and communicate effectively with suppliers and internal teams.
  • Analytical & Planning Skills: Excellent attention to detail with the ability to analyze supplier performance, market pricing, and cost variations.
  • License: Valid UAE driving license required for supplier visits, site coordination, and local procurement activities.
  • Personal Attributes: Reliable, organized, proactive, and capable of handling multiple procurement tasks under tight deadlines.
