Job summary

Turner & Townsend in Dubai is seeking a detail-oriented Cost Manager (Pre-contract) to lead cost planning, estimation, and budget development for complex projects, using CostX to enhance accuracy. You will collaborate with clients, design teams and stakeholders to ensure costs align with scope, milestones and regulatory requirements; the role requires at least 4 years in UAE, with MRICS being advantageous.

Qualifications

Bachelor's degree in Quantity Surveying or related field.
MRICS membership is advantageous.
Minimum 4 years of progressive cost management experience, pre-contract focus, UAE market experience preferred.

Responsibilities

Manage pre-contract cost management for assigned projects including cost planning, estimating, budget development, and tender documentation using standard methods (NRM, POMI, CESMM).
Conduct risk assessments, develop contingencies, and identify cost-saving opportunities and value engineering initiatives.
Prepare regular cost reports, highlight deviations from budget, and validate data for accuracy and compliance.
Provide advice on cost-effective solutions and utilise CostX for accurate cost analysis.
Collaborate with clients, design teams, and stakeholders to align on cost strategies and ensure regulatory compliance.
Support development of UAE-specific cost benchmarks.
