Job summary

Parsons is seeking an exceptionally skilled Operations Expert in the UAE to lead and advise on rail operations across the lifecycle of a major high-speed rail program. You will act as SME, shaping operating concepts, service specifications, and operator readiness while coordinating with infrastructure, rolling stock and IT teams.

You will drive timetable planning, capacity analyses and simulation activities, ensuring alignment with the client’s service vision and cross-boundary requirements,

Qualifications

• Bachelor's degree in a related field.
• Minimum 15 years of railway operations experience, including high-speed rail.
• Experience developing operational concepts, timetables and service planning.
• Knowledge of railway operation rules, practices and cross-boundary arrangements.

Responsibilities

• Act as SME for Rail Operations across all project phases from concept through testing and revenue service.
• Lead development of operational concepts and customer experience strategies for the future railway.
• Represent end users to ensure operability and integration of infrastructure, systems and processes.
• Contribute to timetable planning, capacity analysis, operational modelling and simulation activities.
• Ensure deliverables align with the service vision and challenge assumptions as needed.
• Lead collaboration with delivery partners, operators and stakeholders across interfaces.
• Attend meetings outside normal hours and promote Parsons' quality management procedures.

Job Description:

Parsons is looking for an amazingly talented Operations Expert to join our team! In this role, you will provide specialist operational leadership and subject matter expertise across the planning, development, delivery, testing, commissioning, and operational readiness phases of a major high-speed rail program.

What You'll Be Doing

• Act as the Subject Matter Expert (SME) for Rail Operations throughout all project phases from concept of operations development through testing and commissioning, trial running and Revenue service
• Provide relevant operations subject matter expertise into the specification, development and delivery of the future high-speed railway operating model and service specification
• Lead the development of operational concepts, customer experience strategies for the future railway
• Represent future operational end users to champion the operability and integration of infrastructure, systems, rolling stock and operational processes
• Provide relevant operations subject matter expertise into timetable planning, capacity analysis, operational modelling and simulation activities
• Assuring deliverables submitted by the PMC (Stations & Depots), contractors and technical partners on behalf of the client organization are aligned with the service vision
• Lead the review and challenge of operational assumptions, methodologies and outputs produced by consultants, contractors and technical partners
• Provide relevant operations subject matter expertise to hazard identification, risk assessment and the development of operational rules, processes and controls
• Lead the development of operational requirements, role profiles and readiness activities required to support the future operating organization
• Provide relevant operations subject matter expertise into the procurement of future operating arrangements, including operational specifications, performance requirements and evaluation criteria
• Lead collaboration with delivery partners, operators and industry stakeholders to ensure operational requirements are coordinated and effectively managed across program interfaces
• Lead benchmarking and learning from incidents, new technologies, processes and practices both from within the wider railway industry and from other industries
• Successfully develops and maintains meaningful relationships with clients
• Available to attend meetings or events outside of normal working hours.
• Promote engineering excellence and adherence to Parsons' quality management procedures.

What Required Skills You’ll Bring

• Bachelor's Degree from and accredited University
• Minimum 15 years of related Railway Operations experience, including supporting high-speed rail projects
• Experience developing operational concepts, timetables, railway service planning
• Strong knowledge of Railway operational rules, practices and procedures, including cross-boundary arrangements between Infrastructure Manager organizations
• Familiarity with railway operational simulation, capacity, and timetable planning platforms such as Railsys and Variato
• Operational experience in rail control center functions
• Excellent technical, communication, and stakeholder management skills
