A marine services provider in the United Arab Emirates is seeking a professional to manage marine operations and documentation. The role includes communication with port authorities, record maintenance, and compliance with safety regulations. Qualifications

Responsibilities
- Communicate to all masters on board and obtain any vessel information/form/document required for port entry, permits, and/or port authority requirements.
- Maintain the records and Tracker Report file regularly and in an organized manner.
- If required, update records for International Safety Management (ISM) and HSEQ.
- Assist the Fleet Manager/Port Captain and the Technical Manager/Port Engineer on matters related to operations and maintain the records and files in an organized manner.
- Submit online application(s) for the acquisition of business permits as and when required.
- Follow up on safety equipment servicing and obtain approval from the supervisor on any financial matter(s).
- Deal with port authorities’ formalities and permits including, but not limited to, work permits.
- Keep and maintain data of food provision‑related purchases and deliveries as required by the Manager – Purchasing & Inventory.
- Coordinate with clients, surveyors, and TPS (3rd party surveyors) as required.
- Communicate with service providers to follow up and collect vessel certificates.
- Perform any other tasks or duties as assigned by the supervisor(s).
Document Controller
- Monitor and control all the submittals, drawings, transmittals, as‑built drawings, letters, memos, vessel certificates, and inspection findings.
- Create a comprehensive filing system for both sift and hard forms.
- Ensure sorting, storing, and retrieving of electronic and hard‑copy documents are well organized.
- Control the documentation project vessel‑wise and ensure all documentation meets formal requirements and required standards.
- Produce document progress reports for line managers.
Leadership and Other Factors
- Facilitate and ensure continuous flow of communications including proper coordination and collaboration among all departments, vessels, and branches.
- Protect the company’s and clients’ interests to prevent negative financial impact and loss of opportunity that may affect the reputation of both parties.
- Demonstrate leadership role by actively participating in the implementation of cost reduction, process improvement, performance improvement, and other continuous improvement programs.
- Report any non‑conformity on vessels to the relevant departments.
- Maintain a positive outlook at all times.
- Ensure that HSE rules and regulations are being observed within the organization.
- Demonstrate strict compliance with the organization’s policies and procedures.
- Provide support in the strong implementation of the HSEQ Management system.
- Propose any suggestions/observations for the improvement of the HSEQ Management System.
- Comply with all HSE rules and regulations of Marcap, its contractors, and clients.
- Comply with all Rules & Regulations of Marcap, code of conduct especially related to gifts, bribery, commissions, and business ethics & discipline.
- Perform any other jobs that may be assigned by immediate superior or concerned managers.
