Job summary

POWERTECH is a UAE-based center of excellence for propulsion technologies, seeking an experienced Procurement Leader to drive sourcing, governance, and supplier management across large projects. The role oversees PR–PO workflows and contract management within strict DoA and export controls.

You will coordinate with ERP environments (SAP/Oracle), lead buyer teams, and ensure timely, cost-effective procurement outcomes while maintaining audit readiness and regulatory compliance.

Qualifications

• 8–12 years in procurement, supply chain, or operations.
• 3+ years in a supervisory or managerial role.
• ERP-based procurement experience (SAP/Oracle).

Responsibilities

• Lead and supervise day-to-day procurement activities across categories and projects.
• Ensure sourcing, bid evaluation, PO management and expediting align with governance.
• Manage Buyer/Expediter teams to deliver timely, compliant, and cost-effective results.
• Enforce procurement governance, DoA compliance, export controls and regulations.
• Review sourcing docs, bid evaluations, and POs for accuracy and completeness.
• Ensure transparency, traceability, and audit readiness for records.
• Translate strategic category plans into actionable operations.
• Collaborate to implement supplier frameworks, contracts, and guidelines.
• Oversee PR–PO process, approvals, and documentation workflows.
• Validate PRs for completeness and compliance before sourcing.
• Interface between internal stakeholders and suppliers; communicate requirements and risks.
• Lead supplier performance reviews and address recurring issues.
• Escalate procurement or delivery issues; coordinate cross‑functional resolution.
• Publicly manage end-to-end procurement contracts; ensure compliance with DoA and standards.
• Track and report savings, SCM performance, and KPI results daily to monthly.

Key Accountabilities

• Operational Procurement Leadership: Lead and supervise all day‑to‑day procurement activities across assigned categories and projects. Ensure the effective execution of sourcing, bid evaluation, purchase order (PO) management, and expediting processes in line with Procurement Policy, Delegation of Authority (DoA), and governance frameworks. Manage the Buyer/Expediter teams to achieve timely, compliant, and cost‑effective procurement outcomes.
• Process Governance and Compliance Oversight: Enforce adherence to the procurement governance model, ensuring all activities comply with DoA, Export Control, ITAR/EAR, DGSM, and other regulatory requirements. Review sourcing documentation, bid evaluations, and POs for completeness, accuracy, and correctness prior to approval routing. Guarantee transparency, traceability, and full audit readiness for all procurement records.
• Strategic‑to‑Operational Alignment: Translate strategic category strategies into executable operational plans. Collaborate with Strategic Procurement to ensure that supplier frameworks, contracts, and sourcing guidelines are properly implemented within operational activities.
• PR–PO Workflow Supervision: Oversee the entire PR‑PO process, ensuring efficient cycle times, proper approvals, and documentation. Validate Purchase Requisitions (PRs) for completeness, accuracy, and compliance with governance standards before sourcing initiation.
• Supplier and Stakeholder Management: Act as the key interface between internal stakeholders and suppliers. Ensure effective communication of requirements, status updates, and risk escalations. Lead supplier performance reviews, addressing recurring issues in quality, delivery, or responsiveness.
• Issue Escalation and Problem Resolution: Manage escalation of critical procurement or delivery issues, including late deliveries, supplier non‑compliance, and claim disputes. Coordinate cross‑functional efforts with Quality Assurance, Warehouse, and Finance to ensure swift issue resolution.
• Contract Management: Publicly manage end‑to‑end procurement contracts, ensuring all contracts comply with DoA, Export control and the required standards, such as quality requirements.
• Savings and Performance Reporting: Track and report cost savings, SCM performance, and KPI results on a daily, weekly and monthly basis.

Experience

• 8–12 years of experience in procurement, supply chain, or operations, including at least 3 years in a supervisory or managerial role.
• Proven experience in managing operational sourcing teams and PR–PO lifecycles.
• Strong background in ERP‑based procurement environments (SAP, Oracle, or similar).
• Familiarity with export control, DGSM, and defense procurement governance frameworks.
• Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field.
• Professional certifications such as CIPS Level 5–6, CPSM, or CSCP are advantageous.
