About Dubai Holding Land Estates:

Dubai Holding Land Estates oversees a diverse land portfolio strategically located across Dubai’s most sought-after areas. With convenient access to major highways, nearby amenities, and flexible land use options, investors are presented with unique opportunities for development and growth.

Through the centralization of Dubai Holding’s land bank, Dubai Holding Land Estates focuses on large-scale master plans, ensuring alignment with the Dubai 2040 Urban Master Plan, whilst also supporting the business’s commitment to sustainable urban development and strategic land portfolio management.

Key Responsibilities:
Operational Performance & Analysis
  • Review and analyse operational performance across all DHLE Operations departments to identify gaps, trends, and improvement opportunities.
  • Provide insight-driven recommendations that support continuous performance enhancement and operational excellence.
  • Prepare monthly and quarterly performance dashboards summarizing progress against KPIs and key deliverables.
  • Support the Executive Director and COO in preparing operational reports and decision-support analyses.
  • Monitor stakeholder activity/progress to ensure that targets are met/exceeded.
  • Identify opportunities that will support the company in meeting / exceeding targets across each of the Company scorecard metrics.
Planning & Execution Support
  • Coordinate the preparation and consolidation of departmental business plans, objectives, and KPIs.
  • Track progress of key initiatives and ensure alignment with strategic and operational priorities.
  • Anticipate challenges and propose practical solutions to maintain delivery momentum.
  • Facilitate interdepartmental coordination to ensure consistency and collaboration across DHLE Operations.
  • Attend meetings with the COO, capture key discussions, document decisions, and prepare detailed action lists.
  • Manage the COO’s action list, ensuring timely follow-up with relevant departments and stakeholders.
  • Provide the COO with regular status updates, highlighting progress, delays, and critical issues requiring attention.
  • Lead and manage special projects delivering comprehensive solutions from initiation to completion including spearheading key tasks like due diligence, historical and current document review, commercial assessments, and contract review.
  • Support the COO in preparing for high-level stakeholder meetings, including briefing notes, dossiers, and follow-up reports.
  • Anticipate COO requirements by proactively gathering and organizing relevant data, documents, and insights.
Reporting & Communication
  • Develop clear, concise, and well-structured reports, presentations, and briefing notes for the COO and senior leadership.
  • Consolidate updates and ensure accuracy and consistency in submissions to the CEO Office, EXCOM, and related forums.
  • Translate operational data and progress updates into actionable insights for management decision-making.
Governance & Process Improvement
  • Support implementation of governance standards, reporting frameworks, and operating procedures within DHLE Operations.
  • Identify and recommend process improvements to enhance efficiency, accountability, and coordination.
  • Ensure timely and structured follow-up on management actions, decisions, and audit recommendations.
Stakeholder Collaboration
  • Engage with functional leads across Development Control, Urban Planning, GIS & Landbank Solutions, and related units.
  • Work closely with enabling functions such as Finance, HR, and Strategy to ensure operational alignment and effective support to business needs.
  • Foster a culture of proactive communication, accountability, and continuous improvement within Operations.
  • Build and maintain strong, professional relationships with stakeholders to facilitate smooth collaboration and foster trust.
  • Act as a point of contact for stakeholder inquiries, ensuring timely and accurate communication aligned with the COO’s priorities.
  • Ensure consistent and timely communication of COO directives to internal departments.
  • Facilitate cross-departmental collaboration to ensure business objectives are achieved on schedule.
  • Maintain a confidential and well‑organized filing system (digital and physical) of COO office documentation.
  • Prepare internal and external correspondences (email, formal letters) to initiate or respond to matters raised by key internal and external stakeholders.
Key Requirements:
  • Bachelor’s degree in Business Administration, Engineering, Economics or a related field.
  • Advanced qualifications (e.g., MBA, CFA, PMP) - preferred.
  • Fluent in English and Arabic (written and spoken).
  • 7-10 years of relevant experience in a business management, performance management, consulting, finance, or engineering‑related role, ideally with exposure to executive‑level reporting or stakeholder management.
  • Experience in real estate, preferably in Dubai.Strong financial and/or technical acumen to understand business, project, and operational discussions.
  • Strong analytical and problem‑solving skills, with the ability to derive insights from operational data.
  • Excellent report writing, analysis, written and oral communication and presentation skills, with proven experience preparing executive‑level materials.
  • Exceptional organizational and project management skills.
  • Proficient in MS Office – full suite, exposure to Power BI or other visualization tools is advantageous.
  • Ability to build trust and rapport with stakeholders from various backgrounds and at different levels.
  • Ability to multitask and prioritize task effectively.
  • Effective conflict resolution.
  • High attention to detail, discretion, and ability to manage sensitive information.
