Job summary

JOB PURPOSE:

Manage the development and execution of sourcing, tendering, award, administration, and close-out activities for assigned centralized work groups and spend categories to deliver cost-effective, compliant, and timely contracting services that leverage economies of scale, safeguard ADNOC Group’s commercial interests, and support business continuity across ADNOC Directorates and Group Companies.

KEY ACCOUNTABILITIES:
Job Specific
Sourcing and Commercial Strategy
  • Develop and execute sourcing strategies, bidder lists, and supply-source plans for assigned centralized work groups and spend categories to maximize commercial value, improve market leverage, and reduce third-party spend.
  • Consolidate fragmented, recurring, and expiring requirements across ADNOC Directorates and Group Companies into centralized contracting arrangements that improve scale benefits, standardize commercial terms, and support timely service delivery.
  • Review annual acquisition plans with procurement planning teams and contracting stakeholders to identify contracting priorities, optimization opportunities, and market engagement requirements before tendering activities are initiated.
  • Identify contracts approaching expiry or suitable for centralization and coordinate with relevant stakeholders to develop contracting approaches that improve leverage, standardization, and Group-wide commercial value.
Tendering and Award
  • Manage the end-to-end tendering cycle, from pre-qualification and tender strategy through techno-commercial evaluation and award recommendation, to deliver fit-for-purpose contracts within approved governance, budget, and schedule requirements.
  • Lead techno-commercial negotiations for assigned high-value or complex acquisitions to secure competitive pricing, balanced contractual terms, and appropriate risk allocation in ADNOC Group’s interest.
  • Evaluate bid submissions, including In-Country Value considerations, and endorse award recommendations that balance cost, quality, compliance, delivery certainty, and commercial value.
  • Coordinate complete and compliant Tender Board submissions within prescribed timelines and guidelines to support timely approvals and prevent avoidable procurement delays.
  • Endorse bidder communications, tender clarifications, and contractual correspondence in line with the approved Communication Matrix to preserve transparency, fairness, and auditability throughout the tendering process.
Contract Execution and Administration
  • Manage the award, administration, amendment, extension, variation, and close-out of contracts across the assigned portfolio to protect contractual rights, control cost exposure, and maintain uninterrupted service delivery.
  • Review variation orders and contract amendments in line with applicable Delegation of Authority requirements to manage scope changes, commercial exposure, and contractual compliance throughout the contract lifecycle.
  • Coordinate with Legal, Finance, end users, procurement teams, and Group Companies to resolve contractual, commercial, and execution matters in a manner that protects ADNOC’s interests and supports operational continuity.
  • Manage contractual dispute reviews and resolution actions through agreed contractual mechanisms to protect ADNOC Group’s commercial, legal, and operational position.
  • Conduct performance reviews of critical contractors and implement improvement actions with relevant stakeholders to enhance delivery standards, reduce commercial and HSE risks, and strengthen contractor accountability.
Governance, Compliance and Continuous Improvement
  • Ensure contracting activities are executed in accordance with approved policies, procedures, Tender Board requirements, Delegation of Authority, governance controls, and ADNOC Group Procurement standards.
  • Coordinate with Legal and relevant stakeholders on contract drafting, review, and execution to ensure contractual documents are enforceable, compliant, and aligned with ADNOC Group’s risk position.
  • Monitor applicable regulatory, policy, and procedural changes and recommend updates to contracting practices, templates, and controls to maintain compliance, audit readiness, and service efficiency.
  • Recommend improvements to procurement policies, procedures, templates, and standards to strengthen contracting controls, reduce cycle time, and improve commercial outcomes.
  • Prepare management reports, commercial updates, risk highlights, and escalation materials to support timely decision-making by senior management.
Generic
Management
  • Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
  • Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Budgets and Operational Plans
  • Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
  • Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.
Performance Management
  • Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
Organisation Structure and Development
  • Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Innovation and Continuous Improvement
  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
  • Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
  • Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
  • Bachelor’s Degree in Business Administration, Supply Chain Management, Engineering, Law, Finance, or equivalent.
Minimum Experience & Knowledge & Skills
  • 15 years of relevant experience in procurement, commercial contracts, tendering, sourcing, contract administration, or supply chain management, preferably within a large oil and gas or complex industrial organization.
Professional Certifications
  • Certified Commercial Contracts Manager (CCCM), or supply chain, such as CIPS Level 4 or above, is preferred.
