Job summary

Target Engineering Construction Co LLC in Abu Dhabi seeks a Lead Instrumentation and Control Engineer to lead I&C activities across major Oil & Gas EPC projects. You will provide technical leadership, ensure compliance with project specs and international standards, and drive successful design, commissioning and documentation.

The role requires 10–15 years in I&C engineering, with 3–5 years in a lead capacity, and strong PLC/DCS/SCADA and process control experience.

Qualifications

• Bachelor's degree in instrumentation/electrical/control engineering or related field.
• Master's degree or certifications in automation/process control preferred.
• Strong knowledge of ISA, IEC, API standards and client specs.
• Proven leadership in EPC/EPCM projects with I&C scope.
• Experience with calibration and instrumentation documentation.
• Safety & quality management certification awareness.

Responsibilities

• Lead the design, review, and approval of instrument datasheets, loop diagrams and control drawings.
• Ensure compliance with project specs and international standards (ISA/IEC/API).
• Guide engineering, supervision and technician teams; approve changes.
• Oversee installation, testing, commissioning, FAT/SAT and loop checks.
• Coordinate with multi-discipline teams to ensure on-time project execution.
• Maintain QA/QC, documents, calibration records, and commissioning dossiers.

Lead Engineer (Instrumentation and Control)

We are seeking an experienced Lead Instrumentation & Control (I&C) Engineer to lead instrumentation, automation, control system engineering, installation, testing, and commissioning activities across major Oil & Gas EPC projects.

YOUR ROLE

As Lead Instrumentation and Control Engineer, you will provide technical leadership, ensure compliance with project specifications and international standards, and drive the successful execution of complex process control and automation systems from design through commissioning.

• Lead the design, review, and approval of: Instrument Datasheets, Loop Diagrams, Wiring Diagrams, Control System Drawings.
• Ensure compliance with project specifications, client requirements, and international standards (ISA, IEC, API).
• Evaluate and approve instrumentation equipment, control panels, PLC/DCS/SCADA systems, and process control logic.
• Provide technical guidance and mentorship to engineers, supervisors, and technicians.
• Review and approve engineering modifications and change requests.
• Supervise installation, cabling, integration, and commissioning of: Instruments, Transmitters, Sensors, Control Panels, PLC/DCS/SCADA Systems.
• Ensure all works comply with approved drawings, project standards, and manufacturer recommendations.
• Coordinate with Electrical, Mechanical, Civil, and Process teams to ensure smooth project execution.
• Monitor quality of workmanship and proper handling of sensitive instrumentation equipment.
• Lead loop checking, calibration, FAT/SAT activities, and functional testing.
• Manage pre-commissioning and commissioning activities.
• Troubleshoot complex instrumentation and control system issues.
• Ensure accurate documentation of calibration records, test reports, and commissioning dossiers.

Quality Assurance & Control

• Implement and maintain QA/QC procedures for all I&C activities.
• Review and approve ITPs, inspection reports, and vendor documentation.
• Ensure timely closure of NCRs and punch list items.
• Maintain complete traceability of instruments and calibration certificates.

HSE Compliance

• Ensure adherence to HSE requirements, PTW systems, LOTO procedures, and electrical safety standards.
• Conduct risk assessments for installation, testing, and commissioning activities.
• Promote a strong safety culture across project teams.
• Investigate and report incidents, near misses, and unsafe conditions.

Material & Equipment Management

• Monitor availability of instrumentation materials and testing equipment.
• Ensure proper storage, preservation, and handling of sensitive equipment.
• Manage calibration compliance of testing instruments.
• Coordinate with Procurement and Warehouse teams to ensure timely delivery of materials.

Documentation & Reporting

• Review and maintain: Instrument Datasheets, Loop Drawings, Calibration Records, Inspection Reports, As-Built Documentation.
• Prepare progress reports and technical updates for Project and Construction Management.
• Lead, mentor, and develop I&C engineers, supervisors, and technicians.
• Assign responsibilities, monitor performance, and ensure delivery against project schedules.
• Conduct technical reviews, toolbox talks, and knowledge-sharing sessions.
• Collaborate with clients, vendors, and multidisciplinary project teams.

WHAT WE’RE LOOKING FOR

Experience

• 10–15 years of experience in Instrumentation & Control Engineering within EPC/EPCM projects.
• Minimum 3–5 years in a Lead Engineer or Senior I&C Engineer role.
• Proven experience with: PLC Systems, DCS Platforms, SCADA Systems, Process Control Systems, Instrumentation Design & Commissioning.
• Strong background in Oil & Gas, Petrochemical, Power, or Industrial Projects.
• Thorough knowledge of ISA, IEC, API standards, and client specifications.

Education and Certifications

• Bachelor's Degree in Instrumentation Engineering, Electrical Engineering, Electronics Engineering, Control Engineering, or related field.
• Master's Degree in Engineering, Automation, or Process Control is preferred. PLC/DCS/SCADA System Training and Certification.
• Instrument Calibration Training.
• FAT/SAT Procedures Training.
• NEBOSH / OSHA / HSE Awareness Certification.
