The role requires 10-15 years in UAE cost management, expertise in FIDIC, and mentorship of Estimators/QSs; you will drive value engineering, cost forecasting, and commercial governance with project directors

Qualifications

• Bachelor's degree in Quantity Surveying or Civil Engineering is required.
• 10–15 years UAE experience in cost management, estimating, and contract administration.
• Hands-on experience with Luxury Villa Fit-Out and Retail Fit-Out projects.
• Expertise in FIDIC contracts, BOQ preparation, and cost forecasting tools.

We’re Hiring: Lead Estimator / Senior Quantity Surveyor | Frankly Built Contracting LLC

Location:

About Us:

Frankly Built Contracting LLC is seeking an experienced, commercially driven Lead Estimator / Senior Quantity Surveyor to oversee end-to-end commercial operations across our growing portfolio of luxury villa interior fit-outs and commercial projects in Dubai.

Role Overview:

This role drives complete commercial lifecycle management—from initial tender estimating, BOQ generation, and bid strategy to post-award contract administration, progress billings, variation tracking, and final accounts.

Key Responsibilities:

• Prepare detailed, competitive cost estimates and quantity take-offs for luxury villa fit-outs, joinery, MEP, finishes, and specialist packages.
• Evaluate tender drawings, design intent, authority regulations (Dubai Municipality, Trakhees, DCD etc), and identify risk factors or value engineering opportunities.
• Float packages to suppliers/subcontractors, build comparison sheets, and negotiate commercial terms.

Post-Contract & Commercial Governance:

• Manage full contract administration (variations, EOTs, claims, and dispute resolution).
• Oversee site progress validation, contractor submissions, and interim valuation approvals.
• Monitor cash flow, cost-to-completion forecasts, landed costs, and monthly profit variance analyses.
• Draft scope of works, formalize subcontractor awards, and negotiate vendor final accounts.

Team Leadership & Strategy:

• Act as primary commercial advisor to Project Directors and Executive Management.
• Mentor direct reports (Estimators / QSs), setting clear performance KPIs and maintaining commercial quality standards.

Requirements:

• Education: Bachelor’s Degree in Quantity Surveying, Civil Engineering, or equivalent.
• Experience: 10-15 years in cost management, estimating, and contract administration within the UAE.
• Sector Focus: Mandatory hands-on experience in Luxury Villa Fit-Out and/or Retail Fit-Out projects.
• Technical Skills: Expert in FIDIC contracts, BOQ preparation, authority approval processes, sub-contractor sourcing, and cost forecasting tools.
