KBR Abu Dhabi PMC Team is seeking a Specialist Planning & Cost Engineer for an Offshore Water Injection Project, based in Abu Dhabi, UAE. Role includes Office + Offshore Site responsibilities with a 6 weeks on / 3 weeks off rotation, and robust planning, cost control and reporting duties across engineering, procurement, construction, offshore installation, commissioning and start-up.

Ideal candidate has 15–18 years in project controls, strong Primavera P6, EVM, and ERP experience, plus offshore

Qualifications

  • Bachelor’s Degree in Engineering, Construction Management, Project Management, Quantity Surveying, or related discipline.
  • Professional certifications such as PMP, PMI-SP, PSP (AACE), or CCP are preferred.
  • Primavera P6 certification is an advantage.
  • 15–18 years of experience in project planning and cost control in oil & gas.
  • At least 5 years supporting offshore projects and related offshore assets.

Responsibilities

  • Develop and maintain integrated project schedules and cost control systems across engineering, procurement, construction, offshore installation, and commissioning.
  • Monitor progress, identify critical paths, and prepare mitigation and recovery plans.
  • Prepare EAC/ETC forecasts and manage budgets, commitments, accruals, and invoices.
  • Generate KPI dashboards, EVA, SPI/CPI reports and management presentations.
  • Coordinate interfaces among multi-discipline teams and EPC contractors.

Title: Specialist Planning & Cost Engineer – Offshore Water Injection Project

The KBR Abu Dhabi PMC Team is currently looking to fill a position of Specialist Planning & Cost Engineer for an Offshore Project to be based in UAE (Abu Dhabi) in Office + Offshore Site role on 6 weeks on/ 3 weeks off rotation. The Planning & Cost Specialist is responsible for developing, maintaining, and controlling project schedules and cost management systems for an Offshore Water Injection Project. The role ensures effective planning, scheduling, budgeting, forecasting, performance measurement, and reporting throughout all project phases, including engineering, procurement, construction, offshore installation, commissioning, and start-up. The position plays a critical role in ensuring project delivery within approved schedule and budget while providing accurate project controls insights to support management decision‑making.

Key Responsibilities
  • Planning & Scheduling: develop and maintain integrated project schedules using Primavera P6 or equivalent planning software. Establish project Work Breakdown Structure (WBS) and coding structures. Prepare baseline schedules covering engineering, procurement, fabrication, offshore installation, hook‑up, commissioning, and start‑up activities. Monitor schedule progress and identify critical paths, constraints, and potential delays. Conduct schedule risk analysis and prepare mitigation and recovery plans. Evaluate contractor and subcontractor schedules for compliance with project requirements. Produce weekly and monthly scheduling reports, progress curves, and KPI dashboards. Coordinate schedule interfaces among engineering, procurement, construction, offshore operations, and commissioning teams.
  • Cost Control: develop project cost control systems and procedures. Establish project budgets and cost breakdown structures (CBS). Monitor commitments, expenditures, accruals, and forecasts. Perform cost analysis and variance reporting against approved budgets. Prepare Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts. Monitor contractor invoices, change orders, and claims from a cost perspective. Identify cost risks and recommend corrective actions. Support project management in achieving budget objectives.
  • Progress Measurement & Reporting: implement project progress measurement systems. Verify progress reported by contractors and vendors. Analyze earned value performance and project productivity. Generate project control reports including: Schedule Performance Index (SPI), Cost Performance Index (CPI), Earned Value Analysis (EVA), S-Curves, milestone performance reports. Prepare management presentations and project control summaries for stakeholders.
  • Risk & Change Management: participate in project risk assessments and maintain risk registers related to schedule and cost performance. Evaluate the schedule and cost impact of changes, variations, and claims. Support change management processes and ensure accurate documentation. Assist in developing mitigation and recovery strategies.
  • Stakeholder Coordination: coordinate with Engineering, Procurement, Construction, Offshore Installation, Operations, and Commissioning teams. Interface with EPC contractors, vendors, consultants, and client representatives. Support project audits, project reviews, and management reporting requirements.
Qualifications

  • Minimum 15-18 years of experience in project planning and cost control within the oil & gas industry.
  • At least 5 years of experience supporting offshore projects, offshore water injection projects, brownfield modifications, offshore platforms, subsea systems, or EPC projects.
  • Experience with major international oil & gas operators and EPC contractors is preferred.
  • Strong background in project controls across engineering, procurement, construction, offshore installation, and commissioning phases.
Technical Skills
  • Advanced proficiency in Primavera P6.
  • Strong knowledge of Earned Value Management (EVM).
  • Cost engineering and forecasting expertise.
  • Experience with project control systems and ERP platforms (SAP, Oracle, Ecosys, or equivalent).
  • Advanced Microsoft Excel and reporting skills.
  • Knowledge of offshore construction and installation activities.
  • Understanding of contract management, claims, and variation control.
