Job summary

AECOM is seeking a Civil Inspector to monitor construction progress and ensure compliance with project requirements on a major infrastructure project. You will work closely with Resident Engineers, contractors, and client representatives, inspecting dry utility works and reviewing documentation to uphold quality standards.

The role requires a Civil Engineering degree and extensive supervision/inspections experience, including familiarity with electrical and telecom utility works.

Qualifications

• Diploma or Bachelor's Degree in Civil Engineering is required.
• Relevance of utility inspection or construction certifications is advantageous.
• Minimum 7 years of construction supervision and inspection experience.
• Minimum 5 years of dry utility infrastructure project experience.
• Experience in electrical, telecom, ICT, street lighting, and utility corridors works.
• Experience on large-scale infrastructure developments and mixed-use projects.

Responsibilities

• Inspect and supervise dry utility works including electrical networks, street lighting systems, telecommunications networks, ICT ducts, utility corridors, substations, feeder pillars, and associated civil infrastructure.
• Ensure construction activities follow approved drawings, specifications, method statements, and authority requirements.
• Monitor excavation, trenching, duct bank installation, cable laying, backfilling, reinstatement, and utility crossings.
• Inspect electrical chambers, telecom manholes, handholes, feeder pillar foundations, cable trenches, and utility structures.
• Verify compliance of ducts, conduits, cables, warning tapes, marker posts with specifications.
• Witness testing and commissioning activities, including cable testing and illumination testing.
• Review contractor Inspection Requests and ensure timely inspections.
• Prepare daily inspection reports and field observation records.
• Identify non-conforming works and monitor corrective actions.
• Coordinate with Resident Engineers, Utility Engineers, Contractors, and Client representatives.
• Verify utility alignments, levels, coordinates, and as-built records.
• Monitor safe working practices and traffic management measures.
• Support project testing, commissioning, handover, and closeout activities.

Job Description

The Civil Inspector works closely with the Resident Engineer (RE), Assistant Resident Engineer (ARE), Contractor, QA/QC team, surveyors, and Client representatives to monitor construction progress, verify workmanship and materials, identify site issues, and ensure compliance with project requirements.

Key Responsibilities

• Inspect and supervise dry utility works including electrical networks, street lighting systems, telecommunications networks, ICT ducts, utility corridors, substations, feeder pillars, and associated civil infrastructure.
• Ensure construction activities are carried out in accordance with approved drawings, specifications, method statements, and applicable authority requirements.
• Monitor excavation, trenching, duct bank installation, cable laying, backfilling, reinstatement, and utility crossings.
• Inspect construction of electrical chambers, telecom manholes, handholes, feeder pillar foundations, cable trenches, and utility structures.
• Verify compliance of installed ducts, conduits, cables, warning tapes, marker posts, and related materials with approved specifications.
• Witness testing and commissioning activities, including cable testing, duct integrity testing, illumination testing, and utility inspections.
• Review and process contractor Inspection Requests (IRs) and ensure timely inspections.
• Prepare daily inspection reports, field observation reports, and maintain inspection records.
• Identify and report non-conforming works and monitor corrective actions.
• Ensure contractor compliance with project quality assurance and quality control (QA/QC) requirements.
• Coordinate with Resident Engineers, Utility Engineers, Contractors, Utility Authorities, and Client representatives.
• Verify utility alignments, levels, coordinates, and as-built records.
• Monitor safe working practices, traffic management measures, and utility protection requirements.
• Support project testing, commissioning, handover, and closeout activities.

• Familiarity with utility authority requirements and infrastructure specifications.
• Ability to read engineering drawings, utility layouts, profiles, and technical specifications.
• Experience in QA/QC procedures, inspections, and reporting.
• Proficiency in MS Office and construction management systems.
