Job summary

Saipem in the UAE is seeking an experienced HSE Officer to contribute to safe operations on-site during the early project phase. You will implement project/Site HSE plans, report issues to the Field HSE Manager, and liaise with the workforce to promote a strong safety culture.

The role requires a Master’s or Bachelor’s in Engineering and about 8 years of oil & gas HSE experience, with fluent English. The position offers health insurance and a contract that can extend to the end of 2026.

Qualifications

• Master's degree or bachelor’s degree in Engineering.
• Minimum 8 years of experience as an HSE Officer in oil & gas.
• Fluent English (and other languages as project requires).

Responsibilities

• Ensure on-site HSE plans and procedures are properly implemented.
• Report HSE issues to Field HSE Manager or site manager.
• Liaise continuously with the workforce and supervision on HSE issues.
• Conduct internal HSE inspections and deliver HSE induction and training.
• Keep updated HSE procedures for specific tasks and supervise their implementation.
• Ensure effective Life Saving Rules, spread HSE rules, risk assessments and Job Safety Analyses.
• Promote safe operative techniques and methods for planning and safety control.
• Maintain HSE reporting and inspect subcontractors activities.
• Monitor Permit to Work system on site and prepare HSE KPIs.

Job Description:

Mission

• Ensure that Project/Site HSE plans and procedures are properly implemented on site during operations
• Report to Field HSE Manager or site manager on any HSE issues occurred on site
• Liaise continuously with the workforce and supervision on HSE issues

Tasks

• Conduct internal HSE inspections
• Deliver HSE induction and training
• Keep updated HSE procedures for the specific tasks
• Supervise HSE procedures implementation in the operative sites
• Ensure effective implementation of Life Saving Rules
• Spread HSE rules / standards / procedures / bulletins on site
• Ensure that relevant safety risk assessments are complied with and that Job Safety Analysis are prepared during the operations
• Promote safe operative techniques and methodologies for the planning, safety control (i.e. JSA)
• Ensure adequate HSE reporting in line with Company procedures
• Inspect subcontractors activities
• Control compliance of the equipment utilized on site
• Monitor the effective implementation of the Permit to Work system on site
• Prepare and administer HSE Key Performance Indicators for the operational activities
• Assist in the investigation of accidents and analysis in order to identify trends and propose the necessary corrective measures
• Monitor and maintain control measures in the use of hazardous materials
• Supervise Environmental aspect on site, supporting key personnel

What are we looking for?

Education: Master's Degree/bachelor’s degree in: Engineering

Experience: 8 years of experience as a HSE Officer within the oil & gas industry

Languages: English Language skills required (and any other specified by Project)
